Details of the new legislation have not been made public, but authorities are considering deporting migrants from "safe" countries such as Albania within weeks of their arrival.

Ministers are working on an agreement with countries such as Albania to accept "rapid returns" of rejected asylum seekers. Most likely, the laws will be announced early next year.

The failure to curb illegal immigrants has caused their number to be the highest in the last two decades. There are 143,000 asylum seekers awaiting a decision on their applications.
