The concentration of services in the QSUT increased, regional hospitals are left

The flow of hospital services, but also outpatient visits, was further concentrated at the Mother Teresa Hospital Center (MTC) during the past year, further increasing the workload at a time when human and financial resources remain the same.

Official data from the Mandatory Health Insurance Fund (FSDKSH) show that the QSUT faced a high influx of specialized outpatient visits, while processing 44% of hospitalizations.

The QSUT performed 562,397 specialized outpatient visits or 48 percent more than in 2023.

The data shows an overall 43% increase in specialized outpatient visits in the five university hospitals of Tirana during 2024 with 621,117 visits, compared to 2023 when 435,115 visits were made. QSUT bears almost the entire weight of the increase with 91% of the total visits.

This increase indicates the centralization of hospital services at the QSUT for patients with complex pathologies. The high flow is also related to the lack of equipment in other regional and municipal hospitals.

While the QSUT performs more than 90% of specialized outpatient visits and provides almost half of the hospital services in the country, it received only 23 percent of the hospital fund allocated to the entire public hospital network for 2024.

The centralization of medical services in the QSUT brings challenges in terms of management.

If the volume of visits increases by 2025, dozens of additional doctors will be needed at the QSUT just to maintain the current doctor/patient ratio.

The concentration of services in the QSUT shows that regional hospitals no longer function even for the treatment of low and medium-level pathologies.

There is a significant shortage of doctors in regional and municipal hospitals and almost no equipment to help diagnose. Instead of regional hospitals becoming more powerful, they offer fewer services year after year, further increasing the workload at the QSUT./ Monitor
