The government has requested an additional financing of 145 million dollars from the World Bank as part of a project that is hereinafter named "Providing a centralized and comprehensive service for users".
A number of WB documents highlight that the expected Board date for this project is February 18 next year. But what does the government intend to achieve through this additional funding requested from the Bank and which is directly related to the E-Albania platform and the National Information Society Agency.
According to the explanation in the document, it is stated that the objectives are in support of the activities that have been identified together by the Bank and the government.
"Based on the identification of the development of key problems and the "Theory of Change" of the Program (it is about the program that the WB has with the Albanian government), the Task Team of the Albanian government and the World Bank have identified a series of components and activities. The activities are structured in at least four result areas (RAs):
RA1: Increasing the quality of electronic service and user experience, which aims to improve the quality and usability of priority services;
RA2: Improving digital skills and digital inclusion, which aims to improve the acquisition of numeracy, literacy and digital skills to ensure that all citizens, especially the most vulnerable, receive assistance in accessing public services;
RA3: Strengthening of Enablers that deliver priority services, which improves data governance, builds accountability and supports the creation of an e-procurement platform and update of the regulatory and procedural framework of public procurement and the expansion and improvement of AFMIS at both the central level as well as in the local one.
RA4: Increasing the access, quality and efficiency of selected local administrative services that support the digitization of services" states the argumentation document for the additional funding.
The intention assesses that the sub-component of the investment project provides the necessary technical assistance for capacity building and change management and communication support for achieving objectives. It is also said to support the operation of a Coordinating Unit (CU) which will ensure results-focused data collection and their use throughout implementation.
"The program is aligned with three priorities of the National Strategy for Development and Integration (SKZHIE) (2022-2030): (i) strengthening local government for the development of a sustainable economy (ii) equality and gender justice; and (iii) digitization. It also contributes to the EU's Digital Decade target for the digitization of municipal services. Finally, the Program will support the newly approved Intersectoral Strategy for the Strategy for Decentralization and Local Governance 2023-2030 and the Law on Public Procurement," the document states./ Monitor
