The development of the market in private education, after-school programs, nurseries, kindergartens, and private course centers has increased Albanians' spending on educational services.

INSTAT data shows that enterprises in the education sector achieved a total turnover of 20.4 billion lek or 200 million euros in 2023. This figure was 100 percent higher than the turnover that these activities achieved in 2014.

In 2010, the income of education businesses was 8 billion, while the following year there was a decrease to 6.3 billion lek. This decrease is related to the period of the 2009 global economic crisis that affected many sectors of the economy. After 2011, income stabilized and began to grow continuously, with some minor fluctuations during the period 2012-2017.

From 2018, the income of education businesses began to show a faster growth. Despite the negative effects of the 2020 pandemic, where schools were completely closed for more than three months, the income of education businesses was higher than in previous years, reaching 13 billion lek. After 2020, the growth was stronger, peaking in 2023 at 20.4 billion lek. Albanians' spending on educational services increased by 17% annually in 2023, mainly as a result of the increase in fees.

The education sector has experienced sustainable development in Albania, with a continuous increase in revenues, especially after 2017, which shows that Albanians have significantly increased spending from their budgets on these services.

The increase in turnover in businesses that provide educational services is coming at a time when the number of children and young people is rapidly decreasing due to declining birth rates and high emigration.

Other official data shows that businesses in the education sector have had a high bankruptcy rate in recent years.

Due to low wages, many Albanian families consider emigration as an opportunity to secure a better future for their children.

As educational services become more expensive year after year, the quality of education has declined significantly, according to data from the PISA Global Knowledge Test. Albania was the country with the largest decline in knowledge in the 2022 test compared to 2018.

The Albanian government does not provide direct support to low-income families focused on their children's education. This creates a huge gap between those who can afford high-quality education and those who are forced to deal with more limited opportunities./MONITOR
