For a long time the darkest and most contentious part of Europe, the Balkans may have a new light. The most unusual is the prime minister of Albania, a 58-year-old former basketball player, modern artist, Edi Rama.
Last month his Socialist Party defeated a ragged bag of opposition groups to win all but a handful of the country's 61 mayors and councils. So he is likely to win the next general election, expected to be in 2025, his fourth victory in a row, and thus rule until 2029 in what was once the region's most miserable country.
In power since 2013, Mr. Rama is now the longest serving current head of a Balkan government. In 2000, he appeared as a dynamic and colorful mayor of the capital of Albania, Tirana.
Since 2005 he leads his party. Now he can claim to be a Balkan star, even a calming influence in a still-fragile region: witness the turmoil in neighboring Kosovo, where the Serb minority has risen up against the ethnic Albanian majority. Mr. Rama asks the West to treat the President of Serbia, Aleksandar Vucic, with sensitivity.
Lying in his office after returning from talks with Manchester City Football Club about setting up a network of training academies in the Balkans, he waits with an imposing figure in a T-shirt, slacks and gleaming white sneakers.
He is 2.01 m, with a clean-shaven head, trimmed white beard, dotted mustache and alert, pained eyes: You might not want to bump into him at midnight in a dark alley. Fluent in a number of languages, he is decidedly cosmopolitan, despite his upbringing in what was one of the world's most isolated, wild and paranoid countries, often described by today's Albanians as the "North Korea of Europe" before the fall of communism in 1991.
"Italy was our America," he says. "TV, Italian football, the Pope, music. But even catching the TV signal was not easy." He remembers covering his room with sheets and rugs so that no one could hear him and his friends playing Beatles songs. He says he remembers the shock and excitement of being able to read Kafka, Proust and Dostoevsky, listen to Ravel, Debussy and Stravinsky and see Cézanne, Van Gogh and Picasso. His critics note that he was a child of the communist nomenclature; his father was a leading official sculptor who may have modeled Stalin's features. Mr. Rama is also accused of a cult of personality. One Western observer calls him "brilliant, visionary, eccentric, egomaniacal with a strong sense of his heritage in history".

Sa i përket anëtarësimit në BE, ai me mençuri refuzon të vendosë ndonjë datë, ndërkohë që pranon kërkesat e bllokut për të nxitur reformat e vetë Shqipërisë.
Rama e pranon se një grup vendesh në bllok, të udhëhequr nga Franca, janë të kujdesshëm për të lejuar vendet ballkanike.
Mantra e çdo diplomati perëndimor në Tiranë është se Shqipëria "po shkon në drejtimin e duhur", por se "ka ende një rrugë e gjatë përpara”, veçanërisht në lidhje me pastrimin e gjykatave dhe krijimin e një shteti të duhur ligjor, një çështje të cilës BE dhe Amerika i kushtojnë shumë vëmendje dhe para. Një skemë për të verifikuar të gjithë trupin e gjyqtarëve dhe prokurorëve të vendit ka çuar në shkarkimin e dy të tretave të tyre. Çfarë ndodh me ata që janë pastruar? "Oh, ata bëhen avokatë dhe kontabilistë," thotë një aktivist lokal i shoqërisë civile.
Korrupsioni endemik është ende goditja më e madhe në Shqipërinë e sotme. Të dyja partitë kryesore konsiderohen përgjegjëse, në sytë e shumicës së shqiptarëve. Pikëpamja më bamirëse e një diplomati, në vlerësimin e dështimit të zotit Rama për ta shlyer atë, është se “për të vazhduar me zhvillimin, thjesht duhet të luash lojën e patronazhit”.

Çështja tjetër e madhe që shqetëson zotin Rama është emigracioni. Popullsia është zvogëluar me të paktën një të katërtën që nga fundi i komunizmit, në rreth 2.9 milion sot. Shqiptarët po largohen ende. Z. Rama është kuptueshëm nervoz kur pyetet për pikëpamjen e përbashkët në Perëndim se shumë shqiptarë, përfshirë ata që mbërrijnë ilegalisht në Britani me anije, janë të përfshirë në krim.
