In the file provided to BalkanWeb by the journalist Igli Çelmeta, the citizen Voltan Shkulaku, who had rented the bar in question, claimed in his testimony to the police that he had not seen anything if the victim and the perpetrator were busy.

He said that Egli Progra was drunk when he went to his bar and asked for beer.

" Egli came to the bar 10 minutes before the event. As soon as he entered the bar, he ordered a beer and sat at my and my friend's table. At that moment I gave him the beer and then I got up and was cleaning the counter. I explain that Igli had consumed alcohol at his bar, about 50 meters away from mine. By the time I got up to clean up, he got up and went to the bar's restroom. I'm not sure if he just came out of the toilet, sat on the table or went outside. A little later I heard some people talking loudly and asking for water. I was confused at that moment and when I went outside I didn't get water, but someone from the street brought a can. I saw that citizen Egli was lying on the ground and many other people were gathered there. I picked him up by holding him by the body, but he didn't react even though I stuck his tongue out.

He was just foaming at the mouth at that moment. The ambulance came there and took him and took him to the hospital, while I continued to the bar. When I entered the toilet, I noticed that he had vomited there. I cleaned the toilet and the bar and closed the bar. I was there when the police came. He was alone when he came to my bar. There was no debate or conflict. He stayed for a short time, after drinking half of the beer, he got up and went to the bathroom. He is not busy with anyone there. As soon as I spent time with him, he was upset and told me that he will close the bar altogether. I didn't talk to any of the people there because I was shocked that he had blood on his face. I wiped them with paper towels and did not communicate with anyone until the police came and escorted us to the police station.
