Record with the infrastructure tax, Tirana municipality collected 7.4 billion ALL from the new construction tax

 

In 17 years, the Municipality of Tirana has collected 42 billion ALL from the Infrastructure tax for new constructions. Collections from this tax have increased after 2016. In 2022, the largest municipality in the country collected 7.4 billion lek from this tax.

According to the data obtained by Open Data Albania, in 2021 tax collection reached the maximum of 7.438 billion ALL, a similar level is calculated in 2022.

The revenues collected by the Municipality of Tirana from the infrastructure impact tax from new constructions have exceeded the plan in the years 2016-2022. The realization of income from this tax for the year 2022 was 154.5%, where Tirana Municipality planned 4.8 billion ALL, while 7.4 billion ALL were actually collected.

The infrastructure impact tax from new constructions is the main source of income for the Municipality of Tirana. For 2022, the income from this tax constitutes 41% of the Municipality's income from taxes and fees (so from the total income of the municipality, government transfers and conveyances have been removed). The specific weight of this tax in the total income has been increasing in 2017, 2018 and 2019, reaching a maximum of 43.9% of the total income (without transfers and without carryover).

By calculating the income collected per capita from the infrastructure impact tax from new constructions, over the years it turns out that in 2022, 8,584 ALL income per capita has been collected. So, for each resident of Tirana, the Municipality collected only 8,584 Lek as an infrastructure tax.

In total, for the last 5 years (2018-2022), the income per capita from this tax is 38,112 ALL, while for the decade 2013-2022, it is 45,482 ALL per capita. That's how much the municipality should have invested directly in infrastructure.
