The Albanian Committee of Helsinki has reacted to the event that happened in Vaun e Dejës, where explosives were placed on the car of the head of the Democratic Party of this area, Bernard Ndreca.

In their statement on the official website, KSHH has drawn some conclusions about the pre-election situation and requests a priority investigation of the event.

It also emphasizes that the quick discovery, verification of the motives of this crime and the corresponding punishment of the author or authors of this serious criminal offense would serve not only the prevention of the crime, but also the expectation of the broad public opinion.

FULL STATEMENT:

Despite the fact that the election campaign, according to Article 77 of the Electoral Code, must start only 30 days before the day of the elections, long-term observers of the CSC have reported that this obligation has not been respected, as there have been cases of electoral meetings in public places such as neighborhoods, streets with groups of citizens or even in private premises.

In some of these cases, the participants were also representatives of the public administration, events for which the CEC informed the Central Election Commission, after assessing that Article 91 of the Electoral Code, which prohibits the use of public resources in support, has been violated. of electoral subjects.

On the eve of the official election campaign, the KSh strongly condemns the criminal act with marked social danger against the head of the PD in Vaun e Deja, Mr. Bernard Ndreca, by placing a quantity of explosives in his car that exploded, but fortunately there were no injuries.

AHC calls on the prosecution to investigate the case with priority, comprehensively and objectively. The quick discovery, verification of the motives of this crime and the corresponding punishment of the author or authors of this serious criminal offense would serve not only the prevention of the crime, but also the expectation of the broad public opinion.

It is the bodies of justice that must prove the circumstances and motives of committing this crime. The Supreme Court reiterates its previous reactions that in such or similar cases it is necessary to respect the important principle of presumption of innocence, enshrined in Article 30 of our Constitution and Article 6 of the European Convention on Human Rights of Man (KEDNJ).

Also, referring to this development, KShH underlines that such violent and threatening incidents have a negative impact on voters as they shock, frighten and prevent them from being free to make their decision about the vote they will cast.

In conclusion, taking into consideration that in this pre-election climate, a part of the voters contacted by KShH in some municipalities of the country have openly shown mistrust regarding political forces and the institution of elections.

We call on all electoral subjects, contesting in the elections, to stop and avoid the language of hatred, to commit seriously to the creation of a favorable environment for the free exercise of the right to vote, by Albanian voters.

In this regard, it is important to develop a cultured and honest campaign, respecting the human dignity of political opponents, which aims to inform voters about their political platforms and innovations.
