Hamza Lici, the brother of Ibrahim Lici, was killed today in an assassination attempt with a Kalashnikov rifle in Dobraç, Shkodra. 

Arlind Bushati, the son of the former candidate for mayor of Shkodra, Xhemal Bushati,  was also seriously injured by the shooting .

It is learned that Hamzi Lici was driving his Benz type vehicle, where the perpetrators approached and fired Kalashnikov volleys.

Who is Ibrahim Lici?

The Lici tribe has been one of those attacked for at least the last five years in Shkodër and the suspects for a chain of crimes and bloody clashes for territory, illegal businesses or settlement of accounts and enmity.
Complex motives that originate in disagreements between members of what was once a single group and then divided.

Ibrahim Lici, whose brother, Hamzai, was assassinated today, is considered the leader of the cell in question, whose group was hit today and 2 victims were recorded, one of which was innocent. Lici himself was arrested last year in Turkey and later released after extradition was refused. Hamzai, today's victim, spoke from Turkey, saying his brother was innocent. But the conflicts between the groups continued.

His name appeared in 2017 with the series of fines against businesses in Shkodër. The police conducted an operation arresting a group of people, among them Ibrahim Licin, who was later released.

He was arrested together with his brother, Muhamed Lici, in March 2017 after leading a criminal group that imposed fines on the merchants of Zdrale in Shkodër. Muhamet Lici was sentenced to 13 years in prison, while the court released Ibrahim Lici.

It is during this period that the saga of collisions begins. One of them with the Bajri and Bilali tribe. Former friends of the Lice decades ago. And things got worse when Astmer Bilal, arrested for several years, killed his father and uncle in Shkodër. The Lici tribe was suspected, but evidence was lacking.

Series of conflicts between gangs in this city have produced since 2017 at least 20 killed so far and dozens of assassinations.

The most recent of the clashes was the murder after the entrapment of Endri Mustafa in 2021 in the "Livadhet" neighborhood. The police wanted Ibrahim Lici, but the latter said he had an alibi and that the murder was committed by the Bilals, putting the blame on him. The testimony was taken from a 15-year-old boy who lured Mustafa into a trap for a horse, but then this testimony was not considered reliable for Lici.

Ibrahim Lici është djali i ish-këshilltarit të Bashkisë së Shkodrës, Mustafa Lici, aleat i përhershëm i opozitës aktuale. Së fundmi ai ka qenë edhe subjekt i strukturës, Operacioni Forca e Ligjit, ndërsa rezulton në kërkim për disa vrasje të bujshme.

Sipas policisë, Lici është autori kryesor i atentatit ndaj vëllezërve Astrit dhe Brahim Bilali (babai dhe xhaxhai i kampionit të boksit Astmer Bilali), ngjarje kjo e ndodhur në datën 30 mars të 2019. Ata u ekzekutuan në portën e shtëpisë me breshëri kallashnikovi dhe ngjarja u hetua si përplasje mes bandave rivale në Shkodër.

Astrit Bilali, i cili mbetur i vdekur së bashku me të vëllanë e tij me 30 mars 2019, është babai i Astmer Bilali, ish-kampionit boksit  i arrestuar si pjesë e grupit “Bajri” në Shkodër. Astriti ishte biznesmen i njohur në Shkodër dhe në qytet ai identifikohej për pasionin e tij për kuajt së bashku me vëllain Brahimin, i cili ishte kryetar i shoqatës “2 Prilli”.

Endri Mustafa ka qenë shok me Astmer Bilalin, ndërsa emrat e tyre dalin bashkë në disa ngjarje kriminale. Ndaj Ibrahim Lici dyshohet se qëndron pas vrasjes së Mustafës.

Si nisen përplasjet mes fiseve Lici dhe Bajri dhe saga e përgjakshme që nga 2018

Krimi është vijim i përplasjeve mes dy grupeve Lici dhe Bajri në Shkodër, përplasje që ka regjistruar disa viktima. Gjithçka dyshohet se ka nisur që prej atentatit në janar të 2018 ndaj biznesmenit Lulzim Kulla.

Shpërthimi i telekomanduar shkaktoi tetë persona të plagosur, mes të cilëve dhe Kulla. Më 18 qershor, u vra në servisin e tij teksa po riparonte brava makinash shtetasi Mehdi Kavaja, vrasje e dyshuar për hakmarrje. Ende ajo ngjarje është pa autor, ndërsa riparuesi i bravave u qëllua me plumb në kokë, duke mbetur i vdekur në vend.

Më 15 korrik të vitit të 2018, poshtë banesës që kishin me qira ekzekutohen çifti Boran Bërçana, ish-polic dhe Silvi Ndoci, ndërsa bashkë me ata në makinë ndodhej edhe fëmija 3 vjeç, që u shpëtoi mrekullisht plumbave. Ish-polici Bërçana dyshohej se kishte lidhje me grupin Bajri që aktualisht janë të arrestuar dhe po ashtu ish-polici Bërçana dyshohej se kishte lidhje në atentatin ndaj Lul Kullës në janarin e 2018-ës dhe vrasja dyshohet se është kryer nga fisi Lici në Shkodër, që kanë lidhje me Lul Kullën, duke qenë se është dhëndri i tyre.

Më 10 gusht të 2018-ës vritet Fatbardh Lici, pjesëtar i familjes Lici, vëllai i të fortit Sokol Lici dhe anëtarit të Këshillit Bashkiak të Shkodrës, Mustaf Lici. Kjo vrasje dyshohet se erdhi si hakmarrje nga fisi Bajri, pas vrasjes së ish-policit Bërcana.

Më 23 gusht zhduken shtetasit Agron Mollaj dhe Gëzim Hysa, nip dhe dajë, dhe ende sot nuk janë gjetur. Këta dy shtetas dyshohet se kishin lidhje me fisin Lici, ndërsa mendohet se pasi janë zhdukur, janë vrarë.

Not many days passed, the murder of Arjan Ferracak, who was shot while he was with his horse in the Meadows area, on September 1, 2018. Arjan Ferracak, a few minutes before he was killed, had communicated with Astrit Bilal and the latter had called him to go out on horseback, as Astriti was going to accompany some tourists from Kosovo to Lake Shkodra.

On November 14, 2018, Fatos Ferracaku, Arjan Ferracaku's cousin, was killed. Fatos Ferracaku was killed in the middle of the day, while he was selling fish in the "Rus" neighborhood.

On March 20, 2019, another murder occurs, as Ferdinand Polia is executed with 20 bullets, but this is a murder that has been solved by the Police and has no connection with the clashes of the Bajri-Lici groups, but with some events that happened in Italy, where the victim was part of a criminal group there, 9 years ago.

In September 2019, after the beginning of the series of crimes, the police intervened by arresting suspected members of the "Bajri" criminal group. 12 people, including Astmer Bilal, the son and grandson of the victims of Saturday's attack, were arrested in Albania, Holland, Belgium and Spain.

One of today's victims, Hamza Lici, Ibrahim's brother, is added to this vindictive series that started seven years ago.
