Fatbardh Lici's murder, the Supreme Court rejects the appeal of Safet

The Supreme Court has dismissed the appeal filed by Safet Bajri, Astmer Bilali and Behar Bajri, who are accused of the murder of Fatbardh Lici. This is an event that occurred in August 2018 in Shkodra.

"The Supreme Court decided: Dismissing the appeal filed by the persons under investigation Behar Bajri, Safet Rustemi and Astmer Bilali against decision no. 20 (87-2025-93), dated 20.03.2025 of the Special Court of Appeal for Corruption and Organized Crime ," the announcement states. 

SPAK has filed charges against them of "Premeditated Murder", committed in a special form of collaboration, that of a structured criminal group, to the detriment of the victim Fatbardh Lici, as well as "Structured criminal group" and "Commitment of criminal offenses by a criminal organization and a structured criminal group".

Safet Bajri was arrested on February 21, 2025. Along with the measure of "prison arrest", the GJKKO has approved, at the request of SPAK, the request for a DNA analysis of Safet Bajri. According to reports, on the day he was brought from Shkodra to the Tirana police, the expert who was to take the DNA samples was also present, but was not allowed at that moment by the arrested person, who requested that it be done on another day.

The Special Prosecution's announcement, after the execution of the arrest measures against them, stated that Bajra and Bilal are charged with "Premeditated Murder", "Structured Criminal Group" and "Commitment of Criminal Offenses by a Criminal Organization and a Structured Criminal Group".

It is suspected that the three above-mentioned persons, in collaboration with each other, are accused of having organized and carried out the murder of Fatbardh Lici. SPAK has announced that it has collected sufficient evidence to solve Lici's execution. The prosecutor's announcement also stated that the motive for his murder is suspected to be related to the fact that Behar Bajri framed Ibrahim Lici for the murder of former State Police officer Boran Bërçana. The latter was executed together with his cohabitant, Silva Ndoci, in their vehicle. Thus, to take revenge, Bajraj and Bilal.
