Former mayor of Kavaja officially named as defendant by SPAK

The former socialist mayor of Kavaja Municipality, Elvis Roshi, appeared this Monday at the premises of the Special Prosecution Office Against Corruption and Organized Crime (SPAK), where, in the presence of his lawyer Andi Skënderi, he was officially announced that he has been charged with the criminal offense of "abuse of office".

Roshi is accused in connection with a suspicious tender for the cleaning of the city held in 2016, during the time he was at the head of the municipality. The criminal proceedings are based on a report by the Supreme State Audit Office (SSA), which, through an audit conducted for the period 2013–2016, found serious violations in the field of public procurement, with an estimated economic damage of around 33 million lek.

According to audit data, the tender with a limit fund of 147 million lek (excluding VAT) was won by the company “Alko Impeks General Construction” SHPK, which, although it had a higher bid and more documentation deficiencies compared to other operators, was declared the winner with a decision signed by Roshi himself. The damage caused for this specific procedure is estimated at over 12 million lek.
