Bosnia-Herzegovina Nominates PM after Three Co-presidents Reach Compromise on

Bosnia-Herzegovina nominated Zoran Tegeltija as the new head of the Council of Ministers, effectively the prime minister, on Tuesday after a compromise between its Serb, Croat and Muslim co-presidents on submitting annual reform plans to NATO ended a 13-month deadlock between opponents and supporters of integration with the West, Reuters reported.

The nomination must be confirmed by the country’s parliament.

The resolution of the dispute, which followed an election last year, could pave the way for Bosnia to move forward with EU accession talks and with negotiations with the IMF on funding.

The Serb co-president, Milorad Dodik, nominated Tegeltija, an economist, as PM last year, while also calling for B-H to halt sending an Annual National Programme (ANP), which NATO requires as a condition for activating the Membership Action Plan (MAP), its application process. The Croat and Bosniak Muslim members blocked Tegeltija’s appointment while demanding the NATO reports resume.

Under a new procedure agreed by the three co-presidents, a reform plan would be sent to NATO by B-H’s diplomatic mission rather than the presidency, and Tegeltija’s appointment as PM would be approved, Reuters reported.

Tegeltija, a former finance minister of Republika Srpska, is a member of the Alliance of Independent Social Democrats (SNSD), led by Dodik.
