The German Bundestag voted overwhelmingly on Thursday to set a start date for European Union (EU) accession talks with North Macedonia and Albania, though the final decision will lie with the EU Council in October. The vote means the German government should be “in favor” of a start date for the two countries at the EU Council meeting on 17-18 October.

MPs set no conditions for the start of EU accession talks with North Macedonia.

Legislators from the CDU/CSU ruling center-right expressed support for the country’s reform efforts, mentioning the historic 2018 “name” agreement with Greece as an exemplary achievement for the entire region that closed a decades-long dispute. North Macedonia was urged to continue its reform course, especially in the sphere of the rule of law, the fight against corruption and crime, and human rights. Regarding Albania, the Bundestag recommended setting a date for the start of talks but conditioned their technical beginning on Albania first creating the conditions for its Constitutional Court to function and reforming its electoral laws, coupled with guaranteeing transparent financing of political parties and electoral campaign. As per the resolution approved for this purpose, the second accession conference – namely the opening of the first chapter of the membership talks – can happen only after meeting seven other conditions, such as electoral reform’s implementation; criminal prosecution of judges and prosecutors expelled from the judiciary thanks to the vetting process, who have been charged with criminal offences; criminal prosecution of all individuals involved in vote-bargaining practices; solid progress in the fight against corruption and organized crime, including at a high level – senior officials and politicians; the SPAK’s functioning; solid progress in the public administration reform; issuance of a Constitutional Court ruling on the lawfulness of the 30 June elections and, if the court finds them unconstitutional, holding the local elections again under the new electoral code. EU Commissioner for European Neighbourhood Policy and Enlargement Negotiations Johannes Hahn welcomed the “Yes” vote.

“Acknowledgment of concrete progress is key as an incentive for reforms in the Western Balkans and for EU’s credibility!” Hahn tweeted on Thursday evening.
