DP’s Bylykbashi: Opposition’s experts are drafting electoral reform

Former Democratic Party (DP) MP and Co-chair of the ad hoc Parliamentary Committee on Electoral Reform, Oerd Bylykbashi, told Klan TV on Thursday that the opposition’s experts were putting together their concrete proposals aimed at implementing the opposition’s five-point platform on the electoral reform. He said that the proposals included not only the implementation of the OSCE/ODIHR recommendations but even went beyond them, with the aim of changing other laws besides the Electoral Code.

He said that the law on political parties is one of the priorities of the DP proposals, the electronic voting being the other one, in order to avoid election rigging. “We are also ready to discuss other important issues, such as the electoral system, the de-politicization of the electoral administration and the emigrants’ vote,” he said. Bylykbashi also confirmed that the DP did not recognize the ad hoc Parliamentary Committee on Electoral Reform and stood by its earlier proposal of an extra-parliamentary structure, which would “unify the political wills of the united opposition, the monist parliament that is made up by the SP people essentially, with the participation and contribution of international partners: the OSCE/ODIHR, the European Union, and the U.S.” in charge of drafting the electoral legislation, which is later approved by the Parliament unaltered.
