Venice's opinion on Xhaçka, Zhupa-Spiropalit: Did you swear on the

Democratic MP Ina Zhupa requested at the conference of parliamentary group leaders that the Venice report on Olta Xhaçka's mandate be included in the agenda of Thursday's plenary session.

Zhupa stated during the debates that the Venice Commission's opinion confirmed the fairness of the opposition's argument, emphasizing that the implementation of Constitutional Court decisions is non-negotiable.

Zhupa addressed Parliament Speaker Elisa Spiropali, asking her whether she swore an oath to the Constitution or to Edi Rama's head, as Spiropali did not recognize the opinion of Venice.

"This conference of mayors should have first considered your apology for the 2-year vacillation to protect Edi Rama with Olta Xhaçka's mandate.

The Venice Commission clearly confirms the justice of the opposition's battle, saying what every lawyer knew, that the implementation of the Court's decisions is non-negotiable and cannot depend on the political will of a majority.

Ms. Spiropali, you invested in the Venice Commission so that you would not implement what the Venice Commission says, and you spoke as if you had read a Martian language.

With your logic, you are above the Constitution, with your logic, the MP is above the Constitution and the decisions of the Constitutional Court, and not the other way around.

With this constitutional coup you put an end to the rule of law and legitimize that we are in a dictatorship. Tomorrow the Constitutional Court decides that a law is unconstitutional, with your logic you can vote for it anyway because you don't ask. With this standard, no majority MP can ever have their mandate removed, because they are protected by political votes. You can become a strategic investor, you can take public property, tenders. Today Olta, tomorrow anyone.

Did you swear on the Constitution, or did you swear on the head of Edi Rama?

"I regret that Ms. Bushka is burning her diploma by saying that the decisions of the constitutional court are not binding on the assembly ," said Zhupa.

"On behalf of the group, I ask that you not hold the assembly hostage to clientelist interests, that you submit the report for a vote on Thursday and send it immediately to the Constitutional Court tomorrow," Zhupa declared.
