The National Assembly of the Democratic Party, convened today on December 2, 2023, after examining the political and economic situation in the country, concludes that:
 
o Thirty years after the overthrow of the harshest totalitarian communist regime in Europe, in Albania currently a narco- dictatorship based on drugs, crime and corruption. The pillars of the rule of law, the pillars of a democratic society, the institutions of the Parliamentary Republic, parliamentarism, free elections, economic freedom, order and security, have been severely and systematically hit by the narco-regime installed in Albania. Edi Rama has already established his complete control over every cell of the state, over the legislative power, the judiciary, the economy and the media of the country;
 
o The regime is kept afloat by its close cooperation with organized crime, through financing with the money that comes from drug trafficking and their laundering, as well as by high and pervasive government corruption. The installation of this narco-regime marks an unprecedented case, the first and only case in Europe, where a country that aspires to a European future is governed by rulers closely linked to organized crime, at all levels of central government and local;
 
o Edi Rama's regime in Albania, among other things, represents a gigantic machine of intimidation of Albanian voters, control of their will and deep deformation, with all instruments, of the institution of elections. Through the industry of buying votes, and the machinery of intimidation of citizens, the regime transforms crime into votes and votes into crime, blocking rotation and establishing "de facto" political monism in Albania;
 
o The rule of law is being dismantled every day and replaced by the narco-state: organized crime is the main decision-maker on the streets, in the Albanian executive, legislature and judiciary. Basic constitutional principles such as political pluralism, the separation of powers, the basic rights and freedoms of the individual, the inalienable right to property, the existence of a free and independent media, are already under real daily aggression for their undoing and capture from this narco-regime;
 
o The regime has "de facto" destroyed the Constitution and parliamentary pluralism in Albania. The constitutional and legal rights of opposition MPs for the establishment of Parliamentary investigative commissions as well as the election of their representatives in parliamentary commissions, their legislative initiatives, have been nullified by this regime with the cold and calculating logic of an autocrat. Deputies of the Democratic Party and the Opposition are treated as internal enemies of the country. Political pluralism in parliament has been replaced by party-state monism; 
 
o The new justice institutions, set up to be independent, are following an aggressive political agenda of the majority, serving its interests and not at all justice and the rule of law. "Heroes of Anticorruption" do not dare to attack any high socialist official without the approval of the head of the government, while the opposition is reserved for the Stalinist methods of raising accusations and fabricating false evidence. The attack through these "accusations" of the leader of the Democratic Party, are an irrefutable proof of the total capture of the justice system by Edi Rama and his hostile attitude towards the opposition;
 
o The rampant corruption in Albania is widespread at all levels, led by Edi Rama and his family and government clans. Corruption is ruining the country's economy and the economic security of Albanians every day. The bodies of justice set up to bring to justice those responsible for corruption in the most corrupt country in Europe, have deliberately failed by demonstrating their political bias to bring justice to the country and protect the public interest;
 
o The Democratic Party, as the main opposition force, has been under an unprecedented political attack for years, incompatible with the norms of the rule of law and democratic order in a parliamentary republic. This attack was directly orchestrated by Edi Rama with the aim of undoing the opposition and its center-right values, attacking the deep reforms undertaken that have transformed Albania on its European path, attacking its political heritage and leadership;
 
o The Democratic Party was blackmailed in all ways to force it not to participate in the 2023 local elections, and after this scenario failed, the majority deeply manipulated the local elections, in the most unequal electoral field ever since the establishment of democracy in Albania;
o Violation of the political rights of the opposition candidates has seriously called into question the guarantee of the constitutional rights to choose and be chosen, which has damaged and threatens to block the European integration process of the country.
 
o The opposition, as a result of a judicial system politically captured by the majority, in flagrant violation of every legal norm, as well as political capture of the administrative bodies of the electoral process, was denied its political identity and the right to have its representatives in the administration and smooth running of this process;
 
o The OSCE/OHDIR report finally overturned the 2023 local elections, confirming the serious issues raised by the Democratic Party before, during and after the election period;
 
The National Assembly of the Democratic Party is aware of:


– The dramatic state of democracy and the rule of law in Albania;


– Rrezikun imediat të shpopullimit dhe zhbërjes së vendit, kur mafia, korrupsioni i kudogjendur, zhbërja e institucioneve demokratike, dhunimi i lirive dhe te drejtave thelbësore të individit, varferia e frikshme ne rritje, mungesa e shpresës dhe e të ardhmes po i detyrojnë shqiptarët të marrin përsëri rrugën e mërgimit;

– Faktin se Partia Demokratike dhe aleatët e saj përfaqësojnë sot të vetmin institucion opozitar që nuk kontrollohet nga rregjimi autokratik dhe të vetmin instrument për të normalizuar Shqipërinë dhe për të rikthyer të ardhmen evropiane të vendit;
 
Kuvendi Kombëtar i Partisë Demokratike deklaron se:

– Me anë të kësaj rezolute, Partia Demokratike e Shqipërisë, miraton si doktrinën e saj dokumentin  e Kushtetutës së Vlerave të Djathta, si bazë programore dhe ideore për programet elektorale dhe qeverisjen e nesërme.

– Mbrojtja e Kushtetutës së vendit, pluralizmit, ruajta e interesit kombëtar të Shqipërisë dhe shqiptarëve pavarësisht se ku ata jetojnë, mbrojtja e opozitarizmit dhe të demokracisë, lirive dhe të drejtave të qytetarëve dhe sundimit të ligjit si dhe mbështetja e integrimit të vërtetë evropian si objektivi më i rëndësishëm strategjik për vendin, janë dhe do të jenë misionet e patjetërsueshme të Partisë Demokratike për të cilën ajo është themeluar, ekziston dhe do të kontribuojë në vazhdimësi.

 
– Partia Demokratike është krijuar mbi bazën e këtyre premisave dhe i konsideron të shenjta ato. Ajo do të bëjë gjithçka, çdo sipërmjarrje, çdo sakrificë, do të kërpërcejë çdo vështirësi për të  rikthyer  Shqipërinë në rrugën e demokracisë, vlerave evropiane dhe ta shpëtojë atë nga regjimi i narkoshtetit që po shkatërron çdo ditë;
 
– Partia Demokratike i bën thirrje të gjithë shqiptarëve, anëtarëve dhe simpatizantëve të saj për të kuptuar me përgjegjësi këtë çast shumë të vështirë që vendi po kalon dhe ta konsiderojnë këtë moment si përcaktues në historinë e vendit, ku vendoset e ardhmja e demokracise në Shqipëri dhe e vlerave demokratike të saj;
 
– Partia Demokratike i kërkon të gjithë shqiptarëve, anëtarësisë dhe simpatizantëve të saj, të bashkohen në një front të vetëm të gatshëm për të rezistuar dhe ndërmarrë të gjitha  sakrificat që koha dikton,  për t’u përballur pa kthim në betejën me rregjimin autokratik të narko-shtetit, me qëllim mbrojtjen e  vlerave dhe arritjeve të shoqërisë shqiptare në këto 32 vite pluralizëm;


- The Democratic Party will never withdraw from this historic mission. We are ready to make any contribution and accept any sacrifice for the restoration of political pluralism, democratic order and the rule of law in Albania. We need the contribution of all Albanians without any party distinction, who rightly assess that democracy is in danger and that political pluralism and oppositionism are irreplaceable values ​​of free democratic societies.
 
- The Democratic Party expresses its full confidence that its call will be joined by all those who believe in the vital importance of political pluralism and true opposition as a decisive condition for having a European future. Joining a single front guarantees our victory, the victory of democracy and the secure European future of Albania.
