The appeal of the GJKKO has reinstated the security measure 'compulsory appearance' for the leader of the Democratic Party, Sali Berisha, in the investigation into the privatization file of the former 'Partizani' complex at the beginning of 2025.

Special Appeal Judge Engert Pëllumbi imposed on Berisha the measure of 'obligation to appear' twice a month before SPAK.

But who is judge Engert Pëllumbi?

Pëllumbi is the nephew of Bujar Himci, one of the communist prosecutors, who was also appointed Deputy Minister of the Interior of the Socialist Party.

In the video below, Himci is shown attacking Berisha at one of his conferences in November 2000. 


Himçi was not noted as a clean figure in politics after he was found guilty and sentenced for falsifying documentation in the passport tender. 

Thus, according to the Code of Criminal Procedure, under such conditions, his nephew, Pëllumbi, should have resigned after declaring that he has tribal ties to Bujar Himci. 

Judge Pëllumbi clearly violated point 'ç' which provides that " when there are agreements between him, his spouse or any of his relatives with the defendant or one of the private parties".
