Muhamet Rrumbullaku has resigned as the head of the state police, after two years in this position.
Rrumbullaku was appointed as the General Director of the State Police after the government's decision on September 7, 2022, this appointment came after the dismissal of the former director Gladis Nano. He was removed with the argument that he did not achieve the objectives.
His resignation comes at a time when the State Police is in focus due to many serious criminal events that occurred in the month of August, drug trafficking and organized crime, etc.
The death of Egli Proga
This summer there were many debates and reactions regarding the death of Egli Proga in Pogradec.
The family members raised allegations of attempts to conceal the incident by the Pogradec Police, for the slow action of the Police.
They also raised the claim that the ambulance was 30 minutes late. On the other hand, the Head of the State Police, Muhamet Rrumbullaku defended the employees of the Pogradec commissariat and attacked the media and journalists for "disgusting fabrications and accusations against the State Police" regarding the questions raised about the tragic death of 42- year-old Proga as a result of the violence perpetrated on him on August 10 in the city of Pogradec.
Rrumbullaku went even further, asserting that Police structures were researching social networks and preparing criminal charges in relation to "this misinformation and malicious intent towards the State Police".
Egli Proga, father of two children, was raped on the afternoon of August 10 while working in a rented bar. Police arrested Denis Meçe, 29, for the crime, but he is facing trial on charges of manslaughter. Three other people were detained for not reporting a crime and actions that prevent the discovery of the truth.
The scandal at TIMS
The scandal with the sensitive data of Albanian citizens and not only was another moment that highlighted more the light and shadows of Rrumbullak at the head of the Police.
The parliamentary committee set up and directed by Ervin Salianji asked to investigate the interventions in the Tims system. Regarding this debate, the Court of Tirana, at the request of the Prosecutor's Office, placed the former Director of Technology and Information in the State Police, Ervin Muça, under house arrest, accused of the criminal offense of "Unauthorized computer access".
He is suspected of having copied the data of the Tims system without authorization, but Muca himself has denied having violated the law.
The police director was notified through an email by an IT employee that TIMS information was being taken by order of the new chief Ervin Muça on an external hard drive, which is prohibited by the State Police law.
After being informed, Rrumbullaku suspended Ervin Muça from work for only a few days and then reinstated him, where he stayed for almost a year until the court imposed the 'house arrest' measure against him.
It was the US embassy that first announced the intrusions, and it was later admitted that an employee had obtained all the data. The Americans are worried about their diplomats and their own people and it seems that they are now engaged and at the expert level to see what happened.
The 'Martinaj' case
Initially, when Rrumbullak was presented in office, he was asked by Prime Minister Rama to reveal the truth about the fate of Ervis Martinaj, a request that was not fulfilled, except for standard statements, "investigations continue".
