The Special Prosecutor's Office against Corruption and Organized Crime, SPAK, announced on Thursday, March 14, the arrest of the General Director of the Austrian Road Authority, ARRSH, Evis Berberi, on charges of "Passive Corruption..." and "Money Laundering...", carried out in collaboration . According to SPAK, Berberi, in his capacity as the head of two state institutions, requested and received significant sums of money from a company that won tenders. In order to enable the taking of the bribe, he used an indirect way, where the winning company of the tenders of the institutions he led, transferred the money to another company controlled by him.

Together with Berberi, Valter Begaj, the owner of the company that won the tenders and at the same time a partner of the company indirectly owned by Berberi, as well as Ervis Lame, the administrator of Berberi's company and employee in Begaj's company.

"The receipt of these benefits was realized after winning the procurement procedures by the company 'N…… Group', sh.pk, owned by the citizen under investigation VB, public procurements developed with the holder of the contracting authority, the citizen EB, and then the monetary values passed through transactions towards the company indirectly owned by the citizen EB "D....." sh.pk, with the beneficiary citizen EB.

These irregularly obtained monetary values, through the citizens of VB, EL and BB, have been invested in the economic activity for the purchase of real estate in the name of the company "D...."sh.pk, which also constitute the products of the work criminal", explains SPAK.

From the investigation started last year, it is suspected that Berberi, first in the capacity of the former General Director for Energy Efficiency and then as General Director of the Albanian Road Authority, requested, accepted and received from the company "Net-Group" ,sh.pk which won the tenders, irregular monetary benefits obtained indirectly, through the company "DAAM sh.pk", controlled by him.

According to SPAK, the investment of corruption money for the purchase of real estate in the name of the company controlled by Berberi were carried out during the period when the partners of the company "DAAM sh.pk" were the watchmen of the company, the citizens Valter Begaj, Ervis Lame and the citizen BB , which is suspected to have laundered the money in cooperation with the head of ARRSH.

The investigation showed that during the time when Berberi was the director of the Agency for Energy Efficiency, three procurement procedures were developed in the total value of 137.4 million lek without VAT, with the winning operator being the company owned by Begaj, "Net Group" sh.pk. , and during the time he was in charge of the Albanian Road Authority, three other procurement procedures were developed in the total value of 101.8 million ALL, excluding VAT, with the winner being the union of operators in which Begaj's company was also a participant. Also, it turned out that the company under Berber's indirect ownership has benefited from income from Begajt's company, in the total value of about 223.4 million Lek including VAT.

According to the historical extract of the company "DAAM shpk" found in the National Business Center, it turns out that it was founded in 2017 by Valter Begaj, who in 2018 sold the shares of the company to Evis Berberi.
