Erinda Skëndaj, the director of the Albanian Committee of Helsinki, has shown some of the irregularities found in the Himara elections held on Sunday.

Invited to RTSH, Skëndaj emphasized that there were problems starting from the non-identification of some voters to expired IDs.

"In our assessment, some problems appeared, such as the non-identification of persons whose cards had expired. There were times when the PEI did not do this identification and comes the working logic of the PEI which offers 100 percent guarantee like any electronic device. In this context, every legal procedure provided for in the Electoral Code regarding the verification and signature by the voters, in the assessment of the Albanian Helsinki Committee, is mandatory to be respected" , said Skëndaj.

A problem, according to her, was also the case with those voters who could not find their names on the list.

"We continue to see the practice of orientation by party observers of these citizens, who had or printed lists. So, the party observers know the electorate that will vote for them, that is, they know which way this electorate will vote and the help they were given was either through printed lists that identified the voting center where the voters who left on the last day were in which voting center they are, or through special applications, which in our opinion is not a regular practice" , underlined Skëndaj.

Skëndaj added that the practice of giving voters' ordinal numbers by the commissioners is a wrong approach as it leads to the identification of the generality of voters, increasing intimidation towards them.

"Even the practice of giving ordinal numbers of voters by commissioners who are partisan to observers who represent one or the other political side, is wrong because through ordinal numbers the generality of voters is identified.

Through voter identification, observers and political parties have the opportunity to put pressure on that part of the electorate that has promised to vote for them, asking them to appear at the polling station, including their family members.

More or less, these were, in general terms, the irregularities in the voting process, just as the lack of knowledge and training of the commissioners was also reflected in the closing phase of the voting process" , added Skëndaj.
