The attack on 'Don Bosco', the event is clarified: the perpetrators

The incident at "Don Bosco" on January 4, 2022, where Erion Çela was killed and 4 others were injured, has been clarified. According to Tonin Vocaj, director of the Tirana Local Police Directorate, Çela was not a target, but was killed by mistake.

According to the police, it was the testimony of the Beqiraj brothers that helped the investigation and clarification of the incident. The police announce that it was Kevin Suçi who contacted the brothers to commit murder. 

FULL POLICE STATEMENT: 

"I am here today, together with the Deputy Director for the Investigation of Organized Crime and Serious Crimes, the Deputy Director for Public Security, the Chief of the Serious Crimes Investigation Section, the Chief of the Section for the Investigation of Crimes Against the Person, to present the finalization of the police operation "FOCUS".

From the structures of the Sector for the Investigation of Serious Crimes, under the direction of the Prosecutor's Office at the Court of First Instance of the General Jurisdiction of Tirana, today on 24.02.2024 the police operation "FOKUS" was finalized as a result of which made possible the complete legal documentation of the event that happened on 04.01.2022, where at around 16:10, on "Don Bosko" street, Tirana, where unknown persons, who were driving a "Mercedez" type vehicle Benz", with a black color, opened fire in the direction of a bar. As a result of the shooting, citizen Erion Çela was killed, and citizens Blerim Çela, Edmond Crroj, Arben Dani and Azbi Selimaj were injured. .

For this event, the Prosecutor's Office at the Court of First Instance of the General Jurisdiction of Tirana has registered criminal proceedings for the criminal offenses "Murder in other qualifying circumstances" (against two or more persons) and "Unauthorized possession and production of weapons, weapons explosives and ammunition", provided by articles 79 letter "dh" and 278 paragraph I, of the Criminal Code.

During the intensive and professional investigations carried out by the specialists of the Serious Crimes Investigation Sector, at the direction of the Prosecutor's Office at the Court of First Instance of the General Jurisdiction in Tirana, using police intelligence data, the use of special methods of investigation, administration and evaluation of the facts and evidence, as well as the exchange of information with the Belgian law enforcement agencies, it has become possible to legally document the authorship of this criminal event.

From the totality of in-depth investigative actions, evaluation of the facts and evidence provided, statements, written evidence, data in the execution of a letter of order from the Belgian authorities, a reasonable suspicion is created, based on the evidence, that the citizen Kassandre Noga in cooperation with the citizen Kevin Zeneli (Suçi), have held meetings and conversations, secured and given monetary sums, with the aim of killing the citizen GH, and his 2 nephews due to an old enmity that the citizen Kasander Noga has had for several years with his brothers. In order to organize the murder of these persons, the citizen Kasandre Noga contacted and ordered the citizens Kevin Zeneli (Suçi), who then contacted the citizen Ilirian Feçi and the brothers Indri and Gentjan Beqiraj, who were promised and given as advance payment a monetary amount.

Citizens Kevin Zeneli (Suçi) and Ilirian Feçi, in cooperation with each other, have carried out concrete actions, meetings and conversations, have been interested in the movements and have observed for several months the possible itinerary of the movements, provided the tools and weapons, with the aim the murder of the GH citizen, consuming in this way the elements of the criminal offense "Providing the conditions and material means to commit murder".

From the statements of the Beqiraj brothers, it appears that although they initially undertook the murder and carried out concrete actions, after some time they withdrew from fear, and for finding and killing the citizen GH, and his nephews, citizens Kasander Noga and Kevin Zeneli (Suçi) have contacted other people who have not been identified so far.

Also, from the statements of the Beqiraj brothers, it has emerged that on 04.01.2022, citizen Kevin Zeneli (Suçi), in cooperation with two other persons, not yet identified, as ordered by citizen Kasander Noga, fired a firearm at a bar in Don Bosco, to kill citizen GH, but the perpetrators confused the target, and as a result of gunfire, citizen Erion Çela was killed and 4 others were injured.

Also, from the evidence collected so far, it is suspected that the citizen Kevin Zeneli (Suçi) and the other persons were helped by the citizen Roland Ahmetsulaj, who has a service unit that deals with vehicle repair, cart service, sale - purchase of vehicles, etc. From the analysis of telephone data, it appears that this citizen, on the day of the event, was near the place of the event, and communicated with the citizen Kevin Zeneli (Suçi).

After evaluating the evidence and facts, the Court of First Instance of the General Jurisdiction of Tirana has decided:

- The assignment of the measure of personal security "Arrest in prison", in absentia, against the citizen Kasander Noga, born on 15.05.1997, suspected of the commission of the criminal offense "Murder in other qualifying circumstances", (against two or more persons), provided by article 79 letter "dh" of the Criminal Code,

- The appointment of the measure of personal security "Arrest in prison", in the absence of citizen Kevin Zeneli (Suçi), born on 07.03.1999, suspected of committing the criminal offenses "Murder in other qualifying circumstances", (against two or more persons), and "Unauthorized possession and production of weapons, explosive weapons and ammunition", provided by articles 79 letters "dh" and 278/1 of the Criminal Code,

- The assignment of the measure of personal security "Arrest in prison", in absentia, against the citizen Gentjan Beqiraj, born on 30.10.1983, suspected of committing the criminal offense "Providing the conditions and material means to commit murder", provided by articles 80 of the Criminal Code,

- The appointment of the personal security measure "Arrest in prison", in absentia, against the citizen Indri Beqiraj, born on 01.07.1990, suspected of committing the criminal offense "Providing the conditions and material means to commit murder", provided by articles 80 of the Criminal Code,

- The assignment of the measure of personal security "Arrest in prison", in absentia to the citizen Ilirian Feçi (Feci), born on 15.06.1975, suspected of committing the criminal offense "Ensuring the conditions and material means to commit murder", provided by articles 80 of the Penal Code,

- The appointment of the measure of personal security "Arrest in prison", in absentia against the citizen Roland Ahmetsulaj, born on 30.08.1987, suspected of committing the criminal offense "Provision of conditions and means material to commit murder", provided by article 80 of the Criminal Code,

the Judicial Police executed the personal security measure "Arrest in prison" for citizen Roland Ahmetsulaj, and the execution of security measures "Arrest in prison" for citizens Indrit Beqiraj, Gentian Beqiraj, Ilirjan Feçi, who are currently detained in the premises of the Institutions for the Execution of Criminal Decisions, arrested for other criminal offences.

- The citizen Kasander Noga is currently in prison in Belgium, and the execution of the personal security measure against him will be done through
