"Mountains" without approval, the draft law is stuck in the Laws

The Laws Committee decided today to suspend the consideration of the draft law known as the "Mountains Package", following objections from the opposition, which argued that the draft could affect the May 11 elections and is in violation of the Electoral Code.

The draft law aims to boost economic development and improve living conditions in 100 mountainous villages in Albania, creating investment and employment opportunities. One of its main points is the exemption of the first 500 investors from four important taxes—profit tax, infrastructure tax, real estate tax, and VAT—for a period of 10 years, with the aim of encouraging investment in these areas.

Opposition MPs requested a postponement of the review, also referring to a request from 35 civil society organizations for more transparency. “This is a law with a direct impact on the May 11 elections,” declared DP MP Dhurata Çupi.

The debate also included SP deputies, with Pandeli Majko agreeing to the postponement, while Damian Gjiknuri proposed that the draft law be heard and an opinion be sought from the Central Election Commission (CEC).

In a statement made earlier, in October 2024, Prime Minister Edi Rama described this package as an opportunity to support tourism investments, offering opportunities to owners of abandoned properties in mountainous areas to transform them into tourist attractions.
