Science under the dependence of politics, the government's plan for the merger of the Albanological Academy is criticized

The Academy of Albanological Studies strongly opposed as illegal a draft decision of the government of Prime Minister Edi Rama, which aims to place this institution under the dependence of the Academy of Sciences, describing it as a political intervention in scientific research in the country. The Academy was alarmed by the media leak of a draft proposal from the Ministry of Education that envisages the transfer of ASA's assets and liabilities under the Academy of Sciences. The decision entitled: "On the Closing of the Activity of the Academy of Albanian Studies and the Reorganization of its Main Units", does not yet have legal force.

"At the first meeting of the Senate of the Academy of Albanological Studies, the procedure initiated for the merger of the Academy was considered unacceptable," declared the rector, Prof. Luan Përzhita on Saturday, after the draft decision leaked to the media.

The Academy of Sciences of Albania is currently headed by Skënder Gjinushi, a politician, who was elected to the position after the Socialist Party passed legal changes. Meanwhile, two socialist MPs have proposed further legal changes to enable Gjinushi to have another mandate as chairman, since the existing law, approved by the socialists themselves, provided otherwise.

The presence of political control in the Academy of Sciences caused concerns not only about the violation of academic freedom by government intervention in its administration, but also of political freedom.

Qendresa Civicare, a group of activists in Tirana, declared:

"The closure of the ASA seeks to subordinate the highest academic body that have given the country a high contribution to the preservation of history, archeology and the Albanian language under the leadership of a body composed of academics coming from the communist politics and system."

Qendresa warned that if the decision proposed by Minister Elvis Kushi becomes a reality, this will be "a day of mourning for academic freedom, political freedom and scientific research in the country."

There was also support for the ASA senate from Kosovo. Anthropologist Arsim Canolli from the University of Pristina considered the decision "an unbridled political arbitrariness".

Linguist Ardian Vehbiu expressed his support on Facebook.

“Solidaritet të plotë me miqtë dhe kolegët e ASA-s, që luftojnë për pavarësinë e institucionit të tyre dhe transparencë ligjore për statusin e këtij institucioni në raport me institucione të tjera. Tensionet e tanishme dhe fryma e pasigurisë dëmtojnë drejtpërdrejt rendimentin e punës kërkimore-shkencore dhe motivet e çdo punonjësi të ASA-s për t’i shërbyer dijes dhe publikut,” deklaroi ai.

Akademia e Studimeve Albanologjike është institucioni ku bëjnë pjesë Instituti i Antropologjisë Kulturore dhe Studimit të Artit (IAKSA), Instituti i Arkeologjisë, Instituti i Gjuhësisë dhe i Letërsisë, Instituti i Historisë dhe Qendra e Enciklopedisë Shqiptare.

Skënder Gjinushi ka nisur karrierën politike në kohën e regjimit komunist si ministër i Arsimit. Pas rënies së komunizmit, ai themeloi Partinë Socialdemokrate, të cilën e drejtoi duke përjashtuar të gjithë kritikët e mundshëm deri disa vite më parë, kur ia kaloi Tom Doshit, një politikani që më vonë u sanksionua nga Shtetet e Bashkuara për korrupsion madhor.

Gjinushi u kritikua nëntorin e kaluar për qëndrimin e tij të prerë në mbështetje të standardit zyrtar të gjuhës të vendosur në kongresin e vitit 1972, duke pretenduar se ka një lidhje organike dhe të matshme shkencërisht mes standardit gjuhësor dhe shtetformimit.

Ai madje citoi edhe librin e një studiuesit maltez, Manuel Zrinzo Caruana, në mbështetje të argumentit të vet. Fjalimi i tij u përqesh nga shumë gjuhëtarë, të cilët vunë në dukje njëkohësisht kredencialet e tij si akademik dhe gjithashtu, origjinën e tij si shkencëtar komunist. Rezultoi se Manuel Zrinzo Caruana në fakt nuk ekziston dhe ai nuk ka shkruar një libër por se Gjinushi duhet të ketë kopjuar një  blog sarkastik në blogun Peizazhet e Fjalës.

Në fakt gjuhëtarët kanë qëndrim jo kaq të prerë mbi çështjen e standardit dhe debatet shkencore mes tyre vazhdojnë. Kjo shpie në shqetësimin tjetër, atë të mungesës së lirisë akademike dhe politike për t’u marrë me probleme të tilla, në rast se ASA vendoset nën drejtimin e Gjinushit.

"If the Rectors, Lecturers, and Students will allow the closure of the Academy of Albanian Identity with an arbitrary decision by Minister Evis Kushi, this will be a day of mourning for academic freedom, political freedom and scientific research in the country," the Civic Center pointed out. ./ BIRN
