Tax revenues in January increased by only 0.3 percentage points more than inflation

Budget revenues as a whole in the month of January resulted in 50.2 billion ALL or 10 percent higher than the fact of the same period.

But tax revenues that do not include aid (donor flows), have increased by only 7.5 percent compared to January 2022, almost at the level of inflation.

The rates of tax revenue collection decreased significantly in January, if we consider that last year in the same month they experienced an annual increase of 29.8%.

According to INSTAT, in January 2023 inflation increased by 7.2%, while tax revenues in the same month increased by 7.5% or 0.3 percentage points more than inflation.

Budget receipts in January this year were aided by aid income representing disbursements from donor funds. Collections in this item reached 1.3 billion ALL with 695 percent compared to January 2022.

Among the tax revenues, double-digit collections were for Value Added Tax with 16.9 billion ALL with an annual increase of 11%.

Income from Income Tax increased by 45% compared to January 2022, with approximately 2.4 billion ALL collected.

Excise revenue recorded an annual increase of 17.4%, helped by the increase in customs clearances of cigarettes by 64% and beer by 101% January 2023.

Also, the increase in wages in the private sector and the increase in the minimum wage in the autumn of last year have positively affected the income for insurance contributions and income from TAP. Income from social insurance increased by 16.1% and income from TAP increased by 30.5%.

Income results have increased at a satisfactory rate, but the negative impacts came from local government and national taxes.

The local elections seem to be negatively reflecting the revenues, as only 1.7 billion ALL were collected in January with a 55% decrease compared to January 2022, also the revenues from national taxes negatively affected by mining rents decreased by 24%.

In terms of budget expenditures, the increase as of January 2022 was 8%.

Importet zyrtare të naftës me rënie vjetore 9.5 % edhe në janar 2023

Importet e naftës vijuan rënien sistematike edhe në janar të vitit 2023, ashtu si edhe përgjatë gjithë vitit të kaluar, në kontradikte me volumet e tregtisë me pakicë, që raportuan rritje me 2022 nga INSTAT.

Sipas të dhënave nga Ministria e Financave gjatë janarit të këtij viti u zhdoganuan 40,734 tonë naftë nga 45,001 në janarin e vitit të 2022, më rënie 9.5 për qind.

Në janarin e vitit 2022 ende nuk kishin nisur efektet e luftës në Ukrainë, por gjithsesi zhdoganimet e hidrokarbureve ishin edhe më të ulëta se në janarin 2020.

Siç shihet nga të dhënat e grafikut te mëposhtëm, importet e hidrokarbureve në muajin janar shfaqen me luhatje nga viti në vit.

Gjatë vitit të kaluar importet e naftës pësuan rënie me mbi 9 për qind.

Por të dhënat e INSTAT treguan se volumet e shitjes me pakicë të hidrokarbureve pësuan rritje sistematike gjatë vitit 2022, ku në tremujorin e parë rritja vjetore ishte me 4.2%, në tremujorin e dytë me 5.2%, në tretin me 3.9% dhe në të katërtin me 4.7%.

Mesatarisht shitjet me pakicë janë rritur me rreth 4.5% gjatë vitit 2022, por importet e naftës të raportuara zyrtarisht kanë rënë me rreth 9%.
