Doctor's order against approved changes: We were not consulted, to revise

The Physician's Order has reacted to the recently approved changes that provide for the reduction of private working hours for the doctor and, in case of violation, fines up to the revocation of the license.

According to the Doctor's Order, none of their representatives have been summoned by the authorities to consult on the changes.

"We, as legal representatives of doctors and directly interested parties, waited and asked to be called to discuss in detail clause by clause any draft that would change the aforementioned Law (as has happened before in the drafting and improvement of the three laws made for UMSH from the Parliament of Albania)" , says the reaction of UMSH.

UMSH expresses against the changes for the Approval of the Code of Medical Ethics and Deontology, which will now be done by the Ministry of Health and no longer by the Doctor's Order.

"With the new legal changes, UMSH turns from an educator to a punisher, from a non-budgetary independent professional public entity to an annex or department of the line Ministry. The approval of the Code of Medical Ethics and Deontology is done by the line Ministry, the composition, organization and operation of the disciplinary commission and the appeal commission is regulated by the decision of the council of ministers. As can be seen, independence is completely lost, there is no element of self-regulation or professional self-governance as we have had in accordance with the law and the characteristics of international counterparts".

For these reasons, the Order of Doctors asks the Assembly, the President and the Government to review this normative act and its representatives to be part of the consultations to make a new law for UMSH" , it is further stated.
