According to the NATO official, "it is unfortunate that engagement in dialogue has not produced agreement or led to deepening of the dialogue and this implies that tensions on the ground continue to have security implications." "We continue... "We urge both sides to engage in the most constructive and useful way, because the only real solution to the situation is a political solution," he added.

According to the official, NATO peacekeepers in Kosovo have increased their capacities, increasing the number of soldiers from 3700 to 4600 peacekeepers, which represents the largest increase in NATO forces in Kosovo since the declaration of independence in 2008. In the framework of other concrete measures, nato troops have also quadrupled their presence in northern Kosovo and tripled patrols along the border line between Kosovo and Serbia.

These increased security measures were made as a result of the escalation of security in northern Kosovo, especially after violent protests that left over 90 KFOR soldiers injured on May 29 in a clash with groups of Serb protesters opposing the implementation of local election results boycotted by Serbian political parties. Violence erupted after Kosovo authorities escorted mayors of municipalities to their offices with police forces, in all the western calls to avoid such action.

The situation in Kosovo escalated further on September 24, when one police officer was killed and at least two others wounded during clashes with an armed group of Serbs in the Serb-majority north of the village of Banjska. Three members of the Serb armed group were killed in clashes that lasted almost all day, raising concerns about stability in the fragile region. A large amount of weapons was confiscated during the incident, which Kosovo blamed on Serbia, accusations belgrade rejected, saying the group consisted of Kosovo Serb citizens revolted at Pristina's approach.

These incidents were followed by concern raised by the United States about an increased Serbian military buildup on the border with Kosovo and Serbia's demand that it urgently remove forces from the border. On these security incidents, the official said NATO continues to urge "both sides to handle these situations with the utmost seriousness, especially in terms of responsibility."

"It is very important for NATO, not only because our soldiers were injured on May 29, but because accepting responsibility is part of moving forward in this political process. All sides should feel they have a responsibility and also feel that their voices are being heard so that we can move towards a lasting solution," the official said.
