US officials show how the association should and shouldn't have been

American officials Derek Chollet and Gabriel Escobar have said that now is the time to establish an association of municipalities with a Serbian majority.

In an article, they have shown how the association should be and how it should not be.

They say that the Association would be a structure for municipalities with a Serbian population, which would coordinate issues and services such as education, health care, urban and rural planning as well as economic development.

"In general, the Association would be a structure for municipalities with ethnic Serb majority population to coordinate issues and services such as education, health care, urban and rural planning and local economic development - in other words, the functions for which all municipalities in Kosovo are responsible.

It is a way of improving the daily lives of citizens, building trust between ethnic Serbs and the central government, ensuring better connections between the north and the rest of the country, and creating mechanisms for Serbs to participate more in the social life of Kosovo" , says the text of Chollet and Escobar.

The latter say they are strictly opposed to the creation of any Republika Srpska-like ethnicity in Bosnia and Herzegovina and that the international community is not seeking to impose a solution.

"Instead, we are asking Kosovo to provide its vision for this association and we are ready to provide expertise and political support to ensure that it works in the best interest of Kosovars," it added.

According to them, the Association would not add a new layer of executive and legislative power to the government of Kosovo.

They stated that "it is important to emphasize that an Association of municipalities with a Serbian majority would not be mono-ethnic".
