Macedonian Parliament Speaker: No need for panic or early parliamentary elections

The parliamentary majority is stable despite the upheavals in the VALEN coalition, says the Speaker of the Macedonian Parliament, Afrim Gashi, in an interview with Radio Free Europe.

He estimates that the parliamentary elections will be held on schedule.

What is happening in the VALEN coalition?

The divisions in the VLEN coalition, part of the VMRO-DPMNE-led government, began on April 16, when the leader of the Alliance for Albanians, Arben Taravari, announced that he would run alone with his own candidates in the autumn local elections.

This move sparked reactions within the coalition, with accusations that Taravari had made a deal with the leader of the opposition DUI, Ali Ahmeti. For this reason, VLEN decided to expel Taravari from the coalition. Whether he will also leave the post of Minister of Health will be decided by Prime Minister Hristijan Mickoski after the May 1 holidays.

Meanwhile, VLEN has announced the transformation of the coalition into a political party. The VLEN parliamentary group, with a total of 14 MPs, has not yet made a decision on how to act in the Assembly if Taravari, along with five other MPs, leaves the coalition.

There is much speculation about the orientation of these MPs - whether they will remain in WLEN or join the opposition - which would also affect the Badenter majority, necessary for the approval of important laws that require the support of ethnic communities.

Currently, the VLEN parliamentary group consists of five deputies from the Alliance for Albanians, three from the Democratic and Alternative Movement, two from the BESA Movement, and one independent deputy supported by the Kosovo Self-Determination Movement.

Recent events have opened discussions on the political scene about whether the divisions in the Albanian coalition could lead to a government reorganization or early elections, in addition to local elections.

In the May 2024 elections, the VLEN coalition succeeded in removing the DUI from power, after almost two decades of governance and cooperation with both VMRO-DPMNE and SDSM.

Radio Free Europe: Do the developments within VLEN also mean changes in the Government or in the Assembly? And is the Badener majority at risk? Do you think that early parliamentary elections should be held along with the local elections?

Afrim Gashi: Jemi këtu në Kuvend, dhe përpiqem të jem sa më i shkëputur nga politika ditore dhe partitë politike. Jam vërtet i përkushtuar ndaj punës në Kuvend, por natyrisht nuk mund të shmangim politikën, sepse edhe ne jemi pjesë e strukturave politike. Mendoj se nuk ka arsye për panik, shumica është stabile dhe duhet të vazhdojmë punën, pa marrë parasysh nëse dikush hyn apo del nga koalicioni. Nuk pres ndryshime të mëdha në numrin e deputetëve. Shumica është e fuqishme, kemi rreth dy të tretat.

Nga ana tjetër, po afrohen zgjedhjet lokale, por nuk duhet të na kapin ethet e zgjedhjeve për çdo gjë. Lokalet janë natyrshëm të fokusuara në probleme të infrastrukturës, kanalizimeve, ndriçimit, rrugëve – nuk duhet që politika e lartë të ndikojë në këtë proces. Prandaj nuk do t’i vija në të njëjtën peshore zgjedhjet parlamentare dhe lokale. Kuvendi dhe Qeveria duhet të vazhdojnë punën deri në fund të mandatit, për të garantuar stabilitet politik për qytetarët. Zgjedhjet lokale janë temë tjetër.

Radio Evropa e Lirë: A prisni që partneri juaj i koalicionit, Aleanca për Shqiptarët dhe Taravari të mbeten në Qeveri?

Afrim Gashi: Kjo është çështje që do ta vendosin liderët politikë të VLEN-it. Ka sinjale për unifikim të koalicionit në një subjekt të vetëm politik. Nëse kjo ndodh, ata do të vendosin se si do të pozicionohen Aleanca për Shqiptarët dhe Taravari. Unë për momentin nuk do të hyja në këtë temë. Mendoj se, çfarëdo që të ndodhë, nuk do të ketë ndikim të thellë në politikat qendrore. Dhe gjithsesi nuk duhet të ndikojë aspak në zgjedhjet lokale – janë dy procese të ndryshme dhe qytetarët nuk kanë arsye për shqetësim.

Radio Evropa e Lirë: Pse mendoni se VLEN duhet të shndërrohet në një parti politike?

Afrim Gashi: Qytetarët duan stabilitet. Një nga arsyet kryesore pse dikush voton për një parti politike është ndjenja e qëndrueshmërisë që ajo i ofron. Ne ishim katër parti në koalicionin VLEN dhe duam të tregojmë se ky projekt është afatgjatë. Me stabilitetin që i ofrojmë qytetarëve, rritet besimi dhe potenciali për të tërhequr më shumë votues. Nuk është vetëm për numra, është për stabilitet politik.

Radio Evropa e Lirë: A prisni që Ziadin Sela t’i bashkohet nismës suaj?

Afrim Gashi: Nuk e di, nuk është në dorën time kjo çështje.

Radio Evropa e Lirë: Kuvendi në këtë përbërje ka punuar një vit. Si e vlerësoni punën e tij? Me notë nga një deri në pesë?

Afrim Gashi: Sinqerisht, ndihem ende si nxënës dhe nuk do t’i jepja vetes një notë. Por, në përgjithësi, Kuvendi ka përmirësime në disa fusha kyçe: funksionalitet, efikasitet, transparencë dhe diplomaci parlamentare. Këto përmirësime janë të matshme me të dhëna konkrete. Por në politikë perceptimi është shumë i rëndësishëm dhe ai ndryshon ngadalë. Në këto 30 vjet demokraci, qytetarët kanë zhvilluar perceptim negativ ndaj Kuvendit. Nuk mund ta ndryshojmë atë përnjëherë, por besoj se kemi hapur mjaft kanale për të liruar energjinë negative. Synimi im është që deri në fund të mandatit, edhe qytetari nga një fshat i thellë, që na sheh në televizior, të thotë: “Jam i lumtur që kemi këtë Kuvend”.

Radio Evropa e Lirë: Kuvendi u kritikua për mungesën e një seance komemorative për tragjedinë në Koçan. Cili ishte qëndrimi juaj?

Afrim Gashi: Tragjedia në Koçan na preku të gjithëve. U mblodhëm me koordinatorët e grupeve parlamentare dhe biseduam si njerëz përgjegjës, jo si përfaqësues partish. Kishim konsensus se, në ato ditë zie, mosmbajtja e seancave parlamentare mund të interpretohej si mungesë respekti. Deputetët ishin aktivë në zonat lokale, morën pjesë në komemorime me qytetarët. Prandaj vendosëm të tregojmë respekt, jo me një seancë në sallë, por përmes veprimit tonë të përbashkët.

Radio Evropa e Lirë: Por ushtruesi i detyrës së kryetarit të Koçanit tha se ishte mungesë respekti.

Afrim Gashi: Një person nuk përfaqëson gjithë opinionin publik. Ai është kryetar i një qyteti, por nuk është vetë qyteti.

Radio Evropa e Lirë: A pajtoheni me qëndrimin e kryeministrit Mickoski që nuk do të votojë ndryshimet kushtetuese derisa Bullgaria t’i përmbushë detyrimet e saj ndaj minoriteteve?

Afrim Gashi: Nuk dua të komentoj qëndrimet e të tjerëve. Është e ditur se të gjitha partitë shqiptare, përfshirë VLEN-in, mbështesin nisjen e negociatave me BE-në. Por ka edhe një ndjeshmëri të madhe – edhe gjatë marrëveshjes me Greqinë – që shqiptarët të jenë krah popullit maqedonas në mbrojtje të identitetit, gjuhës dhe historisë së tyre. Kjo është shumë e rëndësishme për ne si shqiptarë. Prandaj duhet të jemi të kujdesshëm. Integrimi europian është qëllim strategjik, por duhet ruajtur kohezioni ndëretnik – shtylla kryesore e stabilitetit të shtetit.

Radio Evropa e Lirë: BE ka kërkuar që, në pritje të ndryshimeve kushtetuese deri më 2027, të përmbushen reformat e Planit të Rritjes. A është kjo përparësi?

Afrim Gashi: We are the first country in the region to have fulfilled all the obligations of the first phase of the Growth Plan. That is why we received the first donation from the EU. Reform will remain a priority. We cannot wait only for constitutional changes. There is a lot of work to be done: harmonization of legislation, judicial reform, etc. If the constitutional changes are left for the end, at least everything else will be completed.

Radio Free Europe: The judicial reform also includes changes to the Criminal Code. When is the discussion and vote expected?

Afrim Gashi: Intensive work is being done. The Constitutional Court gave recommendations for the Criminal Code and the Law on Electronic Communications. We have created working groups. The Law on Communications has been submitted to the Government because it requires special expertise. We are also focused on other reforms. Justice reform is our priority, not only for the EU. We need a credible judicial system for ourselves, then the doors for the negotiating chapters will open.

Radio Free Europe: Are the deadlines expected to be met in June?

Afrim Gashi: It will depend on the working groups. The Assembly does not have the technical expertise on issues like electronic communications, but we are very efficient in processing laws. Every law that comes at the beginning of the month, we vote on within that month. There is order, predictability, regular sessions every month. And for the reforms, we are committed to doing it as soon as possible, as soon as we receive the prepared proposals.

Radio Free Europe: Where does the law for fair representation – the so-called "balancer" – stand?

Afrim Gashi: There is political will, it is a constitutional requirement. We are working carefully to avoid problems with constitutionality or the opinion of the Venice Commission. The goal is to adopt a functional law, without dilemmas. There is no official deadline, but I am very optimistic that it will reach the Assembly by the end of the month. And we will proceed immediately according to the Regulation.

Radio Free Europe: You started with many promises for reforms in the Parliament, for digitalization, but the first thing that came out was the announcement of a new logo. Is this the most important?

Afrim Gashi: Two new tools were introduced. After each session, it will be uploaded to YouTube and citizens or journalists will be able to ask questions to the artificial intelligence about each discussant, about the votes, and so on. There will also be a tool for direct communication with deputies, for virtual or physical meetings. Transparency and accountability will increase significantly. The new logo is part of the trend to adapt to the times and to give space to the creativity of designers. It will be decided by a professional commission.
