Massive hiring in the Macedonian administration ahead of the elections

Dozens of announcements for hundreds of new jobs - from local to central government levels - were published during June in North Macedonia.

Considering the announcements that local elections will be announced at the end of July or the beginning of August, there is still a month to fill the job positions announced so far in the public administration.

Parliament - the largest employer
Of all the competitions in this period, the largest employer seems to be the Parliament, which will hire 49 state officials, while the application deadline was June 27, 2025.

The Parliament is looking for the Head of the Department for supporting the work of the Speaker of Parliament and cooperation with other institutions, a new associate for professional assistance in the preparation of draft law texts, a new associate for the publication of laws in the Official Gazette, an associate for informing the public in the Albanian language, a new associate for social media...

Parliament told Radio Free Europe that the announcement of new hirings was made according to the annual hiring plan for 2025 - previously approved, at the proposal of the Parliamentary Service Council.

"The planned development activities in the coming period are related to staffing organizational units, whose efficiency is conditioned by the number and competence of employees. One of the goals of the Parliament's Strategic Plan is efficient service, where the priorities are the policy of staffing and retention, as well as the professional development of employees and continuous learning," the Macedonian Parliament's response to Radio Free Europe/Radio Liberty states.

Advertisements for the employment of 15 officials in various fields within the Ministry of Defense were open until July 1.

This ministry, headed by Vlado Misajlovski, is looking for advisors in various fields.

This institution says that recruitment is carried out based on annual employment plans and is derived exclusively from defense needs.

"This is a regular process that is carried out every year, in accordance with the needs of organizational units and the retirement of defense employees," the Ministry of Defense in Skopje said in a response.

"Even in this case, it is about filling vacant positions in the ministry, as well as meeting the needs for maintaining and developing the combat readiness of the army," the response also states.

It denies any connection between employment and the election process. It emphasizes that the only prerequisite for employment is the candidate's expertise and competence.

The job announcement at the Public Enterprise for State Roads, which is seeking 11 state employees, was also open until the end of last month.

Në mesin e institucioneve të tjera, Ministria e Financave kërkon 15 punonjës, Ministria e Bujqësisë, Pylltarisë dhe Administrimit të Ujërave kërkon 9 punonjës, dhe Ministria e Politikës Sociale, Demografisë dhe Rinisë kërkon një këshilltar për çështje ligjore dhe normative.

Në Komisionin për Mbrojtjen e Konkurrencës kërkohen 14 zyrtarë, ndërsa në nivelin lokal, Bashkia e Çairit kërkon disa zyrtarë.

Një koncept parazgjedhor që nuk ndalet
Neda Maleska - Saçmaroska, nga organizata joqeveritare Qendra për Menaxhimin e Ndryshimeve, thotë se nga analizat dhe përvojat e mëparshme, shihet se kjo praktikë e punësimit gjatë periudhave zgjedhore vazhdon edhe sot.

“Praktika përsëritet çdo herë. Ndoshta është pjesë e taktikës së partive politike. Ndoshta vërtet i kanë planifikuar këto vende pune, por koha kur shpallen njoftimet, është me siguri e qëllimshme dhe aspak e rastësishme”, thotë ajo për Radion Evropa e Lirë.

Sipas saj, problemi qëndron te fakti se Ministria e Administratës Publike ende nuk e ka publikuar raportin për numrin e të punësuarve dhe në cilat institucione në sektorin publik - gjë që ka qenë një praktikë standarde që nga viti 2015, e prezantuar nën presionin e Komisionit Evropian.

“Ministria e Administratës Publike duhej ta publikonte atë në mars për vitin paraprak. Kjo do të na ofronte tregues krahasues, për të vlerësuar se si është situata”, thotë Maleska - Saçmaroska.

Opozita akuzon “administratën partiake”
Akuzat për anshmëri partiake të institucioneve bëri së voni udhëheqësi i opozitës, përkatësisht i Lidhjes Socialdemokrate, Venko Filipçe.

Me rastin e njëvjetorit të pushtetit aktual, ai tha se administrata është shndërruar në dorë të zgjatur të qendrave partiake të VMRO-DPMNE-së në pushtet, Vlen-it dhe ZNAM-it.

“Ata premtuan rend dhe racionalizëm në administratë. Premtuan një sistem meritor. Çfarë morëm? Ministri të reja, mijëra vende të reja pune partiake, lista punësimesh... Përkatësia partiake e institucioneve është bërë zyrtare, ndërsa libreza partiake është kualifikimi kryesor për të punuar në shtet”, tha Filipçe.

“Zyrtarët e tyre”, sipas tij, “e thonë hapur se punësimi në spitale dhe kudo tjetër bazohet vetëm në meritat në parti, dhe këtë e thonë me krenari, pa turp, sikur të ishte normale”.
