German Bundestag votes in favor of opening accession negotiations with Albania

The German Bundestag voted on Tuesday in favor of the launching of European Union (EU) membership talks with Albania, as requested by the German government, posing however nine conditions Albania still needs to meet. Thus, Germany is expected to vote in favor of EU membership talks with Albania at the Council of Europe meeting on 17-18 October, clarifying that the actual talks must only start once the nine criteria are met. The criteria in question include: ensuring the full functionality of the Constitutional and High Courts; reaching of decision on electoral reform in line with OSCE/ODIHR recommendations; implementation of law on initiated electoral reform; initiation of criminal proceedings on judges and prosecutors failing the vetting process due to punishable conduct; initiation of prosecution and eventual lawsuits against persons engaged in vote-bargaining affairs; engagement of the special structure against corruption and organized crime; solid progress in creating a balance in the fight against corruption and organized crime at all levels; tangible progress in administrative reform; a final ruling on the lawfulness of the 30 June local elections by the Constitutional Court; and ensuring that the negotiating framework is built in a way that ensures a consistent continuation of the reform course, and the implementation of reforms adopted by the country.

Reacting to the Bundestag decision, Prime Minister Edi Rama posted over Twitter to express his gratitude for what he said was good news coming from Germany. “Thank you to all CDU/CSU MPs who, finally, voted in favor of the opening of negotiations. Those who voted against we must convince with facts that Albania deserves the opening of negotiations. Thank you, Angela [Merkel] for the unrestricted support to Albania,” Rama wrote.

Democratic Party Chair Lulzim Basha also thanked German MPs for the vote in favor, while also expressing concern over the increased conditions set Albania. He added the addition of these criteria showed that Albania had taken steps backward since June 2018. Socialist Movement for Integration Deputy Chair Petrit Vasili, on the other hand, said PM Rama must have been thanking Chancellor Merkel for Berlin’s decision on North Macedonia rather than Albania, arguing the addition of the nine criteria was actually a step backward for the country.
