New Round of Belgrade-Pristina Dialogue, Disagreements on Topics

A new round of technical dialogue between Belgrade and Pristina will be held in Brussels on Thursday, but the prelude of the meeting does not promise much progress in the process, because the participants could not agree even on the agenda.

The day before the resumption of the talks, the Belgrade’s Office for Kosovo, headed by Marko Djuric, announced the meeting as an opportunity to discuss the issue of property, but above all the formation of the Association of the Serb Municipalities (ZSO).

This is the legacy of the Brussels Agreement from 2013, which never came to life due to the opposition of the official Pristina and the assessment of the Constitutional Court of Kosovo that the horizontal connection of municipalities with the Serb majority is unconstitutional.

In this regard, the answer came from Pristina that Kosovo does not want to discuss partial solutions, but it can only discuss the issue of mutual recognition of independence with Belgrade.

Adviser to the Prime Minister of Kosovo, Xhavit Beqiri, said that Kosovo would actually condition the formation of the Association of the Serb Municipalities with mutual recognition.

Beqiri said to Radio Free Europe (RFE) that Kosovo would not sign separate agreements on certain issues.

He also said that this was the official and previously known position of the Kosovo delegation and Prime Minister Avdullah Hoti that an agreement on individual issues is not possible unless a final, legally binding and comprehensive agreement is reached, which implies mutual recognition.
