Self-determination Leader Albin Kurti, Announces He Wants Negotiations with

The unofficial winner of the Kosovo elections, Albin Kurti, leader of the Self-determination and possible new prime minister of Kosovo, said on Monday that as prime minister he would start talks with Brussels as soon as possible on how to resume the dialogue with Belgrade, and internally announced talks with Kosovo Serb representatives, but not with (Belgrade-guided) Serb List (SL).

Self-determination (Vetevendosje) and the Democratic Alliance of Kosovo (LDK) led by Isa Mustafa won the most votes in the early parliamentary elections held in Kosovo on Sunday, with the very low Self-determination advantage over the LDK so far.

Kurti, who declared victory on the night between Sunday and Monday, announced that consultations with the LDK on the formation of a new government would begin as early as on Monday. He said that the procedure for forming a new government would take a long time because declaring the results official would not be possible until all votes sent by post or conditional votes were counted.

The two previously opposition parties are likely to have enough mandates to form the government themselves, without the participation of minority MPs, primarily from the Serb minority, as was the case with the previous Ramush Haradinaj’s government. However, it is an obligation a minister in the government to be a representative of the Serb minority.

Kurti said to TV N1 that in the first week after he was appointed prime minister, talks with Kosovo Serbs would begin.

When asked whether he would form a government with the SL, he said that he would include those non-SL Serb political parties in the coalition, explaining that the SL was not a political party, but a “state”.

Kurti said the Kosovo Constitution “says at least one minister must be from the Serb community, but it does not say anywhere that he must be from SL.”
