Zbardhet letra që kërkon të përfshijë Rex Tillerson

Profesori shqiptar, Romeo Gurakuqi ka vendosur t’i drejtohet personalisht me një letër Sekretarit Amerikan të Shtetit, Rex Tillerson, si një përpjekje për ta ndërgjegjësuar për krizën në Shqipëri, por jo në këndvështrimin Edi Rama kundër Lulzim Bashës, por si një krizë që kërcënon në periudhë afatgjatë sistemin demokratik dhe liritë themelore të shqiptarëve.

Gurakuqi në letrën e tij e njeh Tillerson fillimisht me krizën aktuale politike, ku mazhoranca kërkon të hyjë në zgjedhje pa opozitën dhe me planin e kryeministrit Rama për të lënë të papërfaqësuar në institucionet qëndrore shqiptarët e veriut.

Profesori i njohur akuzon PS-në dhe LSI-në si dy parti me ideologji të thellë komuniste dhe sqaron se ish-zyrtarët e atij regjimi ndodhen ende sot në pushtet.

Gurakuqi thekson se situata me të cilën po përballet vendi ynë nuk lidhet vetëm me faktin se një parti opozitare nuk do të marrë pjesë në zgjedhje, por se me qeverisjen e Ramës dhe Metës është duke u shkatërruar sistemi ‘checks and balances’ (kontrolli dhe barazpesha) që është i rëndësishëm për çdo shoqëri demokratike.

Uzurpimi i institucionit të zgjedhjeve të lira, kontrolli i sistemit të drejtësisë, shkatërrimi barazisë dhe shpërndarja e pabarabartë e zonave zgjedhore, bazuar në reformën territoriale që përfaqëson vetëm interesat e PS dhe LSI, janë vetëm disa nga metodat që qeveria socialiste ka përdorur për të krijuar një sistem ku ajo të qëndrojë në pushtet përjetësisht, shkruan Gurakuqi në letrën për Sekretarin Tillerson.

Gurakuqi kërkon ndërhyrjen e SHBA-së në krizën në Shqipëri jo për t’i dhënë pushtet të pa merituar një partie, por për të shpëtuar zgjedhjet e lira e të ndershme. Gjithashtu, profesori kërkon nga Uashingtoni që të shtyjë liderët politikë të ndërmarrin reforma rrënjësore në forcimin e demokracisë.

The Albanian people are grateful for the ongoing contributions that US and EU representatives have made in support of democratic institutions in our country. Most recently, Mr. Hoyt Brian Yee, Deputy Assistant Secretary intervened in order to mediate between Albania’s political parties in order to help guarantee a fair electoral process. Unfortunately, the Albanian government has decided to implement an electoral process whereby only the two governing parties will be able to participate. These two parties, their members, and their ideology are all rooted in the Communist Party of Albania. Additionally, through his four-year plan of governance, Prime Minister Edi Rama intends to overlook half of Albania’s population by leaving Albanian people not registered in the political parties of governments, particularly people of northern Albania, without suitable representation in parliament, administration, diplomacy, and other institutions. The situation that faces us today is about more than just an opposition party not being able to take part in elections: it involves the systemic destruction of the system of checks and balances required of any democratic society during the four years that Prime Minister Edi Rama and Speaker of Parliament Ilir Meta have been in power. This government has gone out of its way to create a system in which they are assured easy electoral victory and they are able to hold on to power indefinitely. The methods they have used to attain these goals have been numerous and varied, including: the usurpation of the institutions of free elections, the control of justice system, the destruction of the requirements for electoral equality and the equal distribution of electoral units throughout the terrain, the unfair and unbalanced distribution of electoral colleges and municipalities due to new administrative divisions, intended to appeal to the interests of PS and LSI deputies, the illegal registration of data that infringes upon citizens’ privacy, and the low turnout in elections by voters from northern Albania, which has seen significant emigration due to the systemic lack of funding on the part of the Socialist government..........

What we are witnessing is the programmatic destruction of freedom and the implementation of a façade of pluralism – all of which is led by Prime Minister Edi Rama. Enclosed in the bunker of his authority, the only things that exist for him are his immediate circle of friends and family. The rest of the country is overlooked. Today, Mr. Edi Rama and the successors of the former Communist nomenklatura are in the final stages of a plan that intends to remove what remains of those Albanians who want to create a peaceful and harmonious Albanian society that is open to everyone (one which even members of diaspora would consider returning to).

I do not think it is right that Prime Minister Edi Rama continues to discriminate against non communist Albania, and particularly peoples and communities of the northern region. I think the US, as most important strategic ally of my country, needs to help the Albanian people to create legal and political preconditions for a government that can help bridge the divides of our deeply divided society. This is something that is desired by all those segments of Albanian society that do not have ties to either the Communist regime or Mr. Edi Rama and Mr. Ilir Meta’s current regime, which camouflages itself as a democracy. I believe that US Government could provide significant support for democracy through a larger and deeper intervention to stop this government’s attempt to permanently install into power a caste the originates from the Communist nomenklatura and illicit traffics. We request your help and that of the governments of the United States. We need Yours intervention to stop the madness that is being perpetuated by Mr. Edi Rama, who wants to grab power for life while destroying freedom through a false electoral process. I am asking for the restoration of the conditions necessary for a genuine democratic process by doing away with the illegal and camouflaged conditions that the Socialist government has created through their so called “reforms.” This request is not connected to the interests of opposition parties and its intention is not to return to power anyone who does not merit it through democratic means. The only goal is the construction of an honorable and just society for all Albanians and free and fair electoral process. The elections in Albania need to take place, but these elections cannot be guaranteed by the very people who are behind the discrimination and division that characterizes our current political system. These elections need an unbiased executive referee who can undertake a series of reformative and corrective measures with regard to the electoral code, the unbiased control of electoral lists, the method of financing of political parties and electoral campaigns, the redistribution of electoral colleges that includes in its lists the entire population of Albania, and changing the institutional framework of the head of state. The final stage of Prime Minister’s obstructionism is his refusal to accept the US mediation and the deal achieved to vote the Vetting Law of Justice Reform.

Expressing my highest consideration for You and Yours position, let me express my faith that You will be able to intervene to help the Albanian people, restore free and honorable elections and a system of checks and balances.

With the hope that You understand my concerns and that you will take them into consideration, I am beseeching You to do everything in your power to save liberty and freedom in my country, as a member of NATO.
