Murder investigations in Pogradec, unusual public clash between the police and

In an unusual public clash between two law-enforcement institutions, the State Police opposes the accusation brought by the Korça Prosecutor's Office against a Patrol inspector for abuse of duty, claiming that he had no role in the investigation.

Through a second reaction in the last 20 hours, the State Police challenged the Korca Prosecutor's Office regarding the evaluation of the investigations into the tragic event that caused the death of 42-year-old Eglantin Proga, father of two children.

Thursday's reaction is related to the decision of the Korca Prosecutor's Office to investigate for 'abuse of duty' an inspector of the General Patrol, who is accused of not having taken any measures to document or present the cause of the 42-year-old's death.

The long-distance clashes between the two law-enforcement institutions, such as the Police and the Prosecutor's Office, are part of a broader public reaction regarding the suspicions of attempts to manipulate the causes of Proga's death, initially raised by the victim's family members.

The head of the State Police, Muhamet Rrumbullaku, defended the police for having carried out all the necessary actions in a press conference on Wednesday, while accusing the media of disinformation. In the same line of stance, Prime Minister Edi Rama also fueled the debate, who, after defending the actions of the police, considered the charge brought by the Prosecutor's Office for 'manslaughter' to be incomprehensible.

On Thursday morning, the State Police made, through a press release, a different assessment from the Korca Prosecutor's Office regarding the inspector accused of 'abuse of duty', as well as claiming that he had properly carried out the investigative actions, contrary to what he says The prosecution. According to the police, the legal act-expertise for which the prosecution body states that it has not been made available, cannot be done on the spot, as it is carried out by the Institute of Scientific Police, against the decisions on conducting the examination.

The police also claim that the inspector with the initials AL has nothing to do with the police investigation of the incident, nor with the police operation to catch the perpetrator. The investigation data show anyway that the author Denis Meçe turned himself in.

"The investigation of the incident is carried out by the Judicial Police Officers and the investigative group under the direction of the Prosecutor's Office, while the employees of the General Patrol have other functional tasks at the scene, excluding investigative ones," the announcement cites and emphasizes that the employee of the General Patrol has fulfill all functional tasks.

Contrary to what the Korça Prosecutor's Office stated, the State Police estimates that it has sent to the prosecution body all the necessary investigative materials that are carried out at the scene and during the preliminary investigation.

"...Procedural materials which have been submitted to the Prosecutor's Office with protocol number, which refutes the accusation of the Prosecutor's Office for deficiencies in the acts referred by the Police", the announcement states./BIRN
