Environmental massacre with soils and inert materials in Tirana! Did the institutions fail or cooperate with the lawbreakers?

In 2018, the Municipality of Tirana would oblige all builders to deposit the soil coming out of the pits of new buildings to be built in the non-existent Tirana incinerator. At that time, it was administered by the concessionaire, Integradet Energy, with the now wanted owners, Klodian Zoto and Mirel Mërtiri. The agreement with the concessionaire would be signed by the Municipality of Tirana, while the Municipal Police, the Directorate of Public Works and the State Inspectorate of the Environment, Forests, Waters and Tourism of Tirana would be engaged in its implementation. 

According to this agreement, which was never made transparent and, in violation of the law, was not even passed by the Municipal Council, the builders were obliged to make an agreement with the Sharra Landfill, or otherwise they would not be provided with a construction permit. What was learned was that the builders would be obliged to pay the non-existent incinerator from 5 euros to 10 euros per cubic meter, depending on the classification of the waste. And for this, the Municipality took care to make its administrative structure available and make it possible for all the money to go to Klodian Zoto and Mirel Mërtiri. And not a little, but we are dealing with an affair that goes up to 60 million euros. 

But after the scandal broke and the Special Prosecution Office Against Corruption and Organized Crime would place the Tirana incinerator under seizure for corruption, things changed. The administration of the Tirana incinerator would pass into the hands of the Agency for the Administration of Sequestered and Confiscated Assets, which would find in the coffers of the Tirana incinerator only 40 thousand euros. But that is another matter. The question is what would be done with the soil of the pits opened in every corner of Tirana with a previously unknown construction boom?

Because after the AAPSK would take over the Tirana incinerator, the builders who were previously forced to deposit soil in the landfill would be forced to look for other forms... Not at all legal. Or to put it more clearly, throw it wherever you can. Causing an environmental massacre that is consumed every day and every night before the eyes of the citizens.

Like in Zallher, just a few kilometers from the center of Tirana, where towers and luxury cannot hide the environmental massacre that is being caused. Day and night without interruption, dozens of trucks loaded with inert materials from the pits of new buildings and complexes being built in Tirana are deposited here. In complete violation of the law and without being hindered by anyone.

Për të kuptuar ndryshimin, mjafton të shohim këto pamje të marra nga Google Earth pak vite më parë, të cilat dëshmojnë qartë se çfarë ka bërë dora e njeriut në kaq pak kohë.

E nëse mendoni se kjo masakër mjedisore nis dhe mbyllet në Zallher, e keni gabim… sepse fatkeqësisht ka akoma….Në Tufinë, pak kilometra larg ´´bazës´´së parë, është krijuar një tjetër vendepozitimi ilegal ku mijëra metër kub inerte shkarkohen çdo ditë. (Harta që tregon vendin) Fare ngjitur me varrezat, dhjetëra kamionë  shkarkojnë të pashqetësuar nga askush dhe largohen qetësisht. 

Ndërkohë tek Muraga, një zonë pak km larg qendërs, në të cilën kamionët me dhera dhe inerte bëjnë një vajtje ardhje thuajse të pandërprerë. Nga pamjet shihet qartë sasia shumë e madhe e materialit të shkarkuar, edhe këtu në shkelje të ligjit. E njëjta situatë është dhe në Mëzes, një zonë që pas ndërtimit të Unazës së Re ka marrë një hov zhvillimi, me pallate dhe komplekse të reja, që pas fasadave të bukura, fshehin shëmtinë që ka shkaktuar dora e njeriut. Grumbuj të mëdha inertesh, që shtohen çdo ditëfare pranë komplekseve të banimit. Ndërsa aty gjejmë dhe efektivë të Policisë Bashkiake, të cilët në vend që të ishin në zbatim të ligjit, qëndronin të qetë përballë masakrës që ishte para syve të tyre.

Vijojmë më tej në Baldushk, ku inertet janë hedhur direkt në shtratin e lumit Erzen, duke devijuar rrjedhën normale të tij, por edhe duke shkaktuar edhe një dëm ekologjik për të gjithë zonën përreth. Ndërkohë situata nuk aspak më e mirë në Sharrë. Ndoshta edhe për shkak të distancës, atje shkarkohen dherat e nxjerra nga gropat e pallateve qeë pritet të ndërtohen në zonën pranë Digës së Liqenit Artificial. Që të jemi të qartë. Nuk bëhet fjalë për Landfillin e Sharrës, që ndodhet fare pranë, por për në shtratin e lumit dhe në tokën bujqësore.

Për disa netë, deri në orët e para të mëngjesit, kemi ndjekur kamionët që dalin nga shesh-ndërtimet e kullave të reja që po ndërtohen në këtë zonë. Itinerari është i përcaktuar, nga gropat e ndërtimeve drejt Sharrës, aty ku shkarkohen dhe nisen për të marrë ngarkesën e radhës. Një vajtje - ardhje e vazhdueshme në zemër të kryeqytetit, duke sfiduar ligjet e shtetit, ndërsa institucionet vendore duket qartë se kanë vendosur të mbyllin të dy sytë përballë kësaj masakre. Por nga vëzhgimi disa ditor që bëmë, kuptuam dicka. Kjo paligjshmëri po bëhet tepër e koordinuar mes të gjithë aktorëve të përfshirë. Pse e themi këtë?

For this we set out to meet the new acting mayor of Tirana, Anuela Ristani, who gave no answer, except for creating a cordon of municipal police, to prevent us from asking her a very simple question: Where does the soil go? But we did not give up, so we tried again, but in vain, Mrs. Ristani had made up her mind not to say a word. So they conveyed our message to her with a megaphone, in the hope that this time she heard us.

Meanwhile, we also turned to the National Inspectorate of Territorial Protection, which has shown itself to be blind to the environmental massacre being committed in Tirana. Giovanni Falcone advised the new investigators: Follow the money.
