Italian MEPs write to the Commissioner for Human Rights: We demand urgent

Italian MEPs Sandro Ruotolo (PD) and Benedetta Scuderi (AVS) have requested an urgent inspection of the repatriation centers in Gjadra and Shëngjin.

They have addressed a letter to the Commissioner for Human Rights, Michael O'Flaherty, and the President of the European Committee for the Prevention of Torture, Alan Mitchell, MEPs Sandro Ruotolo (PD) and Benedetta Scuderi (AVS) requesting an urgent inspection of the CPRs in Albania, regarding the conditions of the immigrants, which according to them, are not good at all.

“Considering that the European Commission has pointed to the Italian Gjader Repatriation Detention Center, located in Albania, as part of a “reproductive and innovative management which could also be an innovative approach” for other Council of Europe member states, we believe that it is urgent that the European Committee for the Prevention of Torture organize an urgent visit to this Center to verify the legitimacy and proportionality of what is happening,” the letter states.

“On 18 and 19 April 2025, we carried out an inspection visit to the Italian Repatriation Detention Centre in Gjadra, to verify the conditions of detained migrants and we believe it is appropriate to report the critical issues identified during the inspection such as: arbitrary deprivation of independent liberty and possible deprivation of personal liberty, conditions, limited access to legal assistance, the large number of critical episodes and finally the guests of Italian CPRs in Albania, after the repatriation decision has been issued by the Italian authorities, are then transferred to Italy and then deported ,” Ruotolo and Scuderi further stated in their letter.

In closing the letter, it is stated that they question the compatibility of these practices with the European Convention on Human Rights (ECHR).
