The Advisor for Economic Affairs in the Democratic Party and at the same time the Vice-President of the Tirana Municipal Council, Dorjan Teliti, has addressed several questions to the AKSHI regarding the delays in the tender procedure it is carrying out for the tender "Improvement of the Treasury System".

On social media, Teliti writes that the public tender was announced by the National Agency for Public Works on December 26, 2024, but adds that to date, this procedure has not been completed, paving the way for various "interpretations" on the real reasons for this unjustified delay of several months.

Today I want to raise a real concern, regarding the inexplicable delays in the tender procedure that the National Agency for Public Procurement is conducting for the "Treasury System Improvement" tender.

As a reminder to citizens, during the 2005-2013 DP government, specifically in 2008, the treasury system was fully digitalized (a historic event in public finance management), a system which continues to be used today by the Ministry of Finance and treasury branches across the country.


Last year, the Government, the Ministry of Finance and the National Agency for Public Administration decided to build a new state treasury system (a very fair decision since from 2008 to date there have been rapid developments in the field of ICT), drafting the terms of reference for a new improved system compared to the current one.

The public tender was announced by the National Agency for Public Procurement (NAP) on December 26, 2024. But unlike what happened in 2008, where the tendering procedure was completed according to the deadlines within a period of 2-3 months, we find that this is not happening with the current procedure announced since last December. Even to this day, although it is a VITAL service for public finances and the economy in general, this procedure has not been completed, opening the way for various "interpretations" on the real reasons for this unjustified delay of several months.

Naturally, questions arise that require answers from the relevant authorities, starting with the National Agency for the Protection of Children and Youth:

1. How is it possible that even after 7 months this procedure has not yet been completed?

2. Why this "freezing" of the tendering process?

3. Is this delay of several months until the "freezing of the tendering process" related to occult purposes to "get your hands on" or "get your hands on" the new treasury system?

4. Is there a delay in the procedure with the ultimate goal of "fabricating a winner"? Given the rumors in the corridors and cafes of institutions, which "buzz about some favored clientele in ICT tenders", with these several-month delays, is the path being "paved" for a "predetermined winner" for this project of national importance?

5. Finally, did this 7-month delay occur only for this procedure, or is it "common practice" for other tendering procedures completed or still in process by NAKSHI?

All these questions require clear and exhaustive answers, as many have their doubts about the lack of transparency, violation of the integrity of the tender procedure, irresponsibility of some government officials with tendencies to seize state officials and their services, corrupt practices at the expense of the public interest and the state treasury, etc.

Only one thing matters today, that the procedure "For the New State Treasury System" be transparent and that there be fair competition between the various operators that have the real capacities to offer this service of national importance, with the highest possible quality and at the lowest budgetary cost at the expense of Albanian taxpayers.
