President Bajram Begaj has returned the law on "Inspection in the Republic of Albania" to the Assembly for reconsideration.

The decree dated October 10, 2024 has already been submitted to the parliamentary procedure to be examined first in the committee and then in the session. In his arguments, the President writes that the amendment of 68 articles has not been subject to the regular procedure provided for by the Rules of the Assembly.

"For these 68 laws, there is no formal legislative initiative, no registration of draft laws in the work program of the Assembly, no public consultation, no special examination procedure, no opinion expressed by the executive for each of the laws, no analysis of the financial cost and a statement from the government that accepts the coverage of the financial costs for each of them, as well as there are no special evaluation reports from the responsible committees of the Assembly according to the areas that cover the 68 laws mentioned above" , the decree states.

The President assesses that the mechanical merging of several laws with different nature and object into a single law causes confusion, sows ambiguity and brings uncertainty.
