Himara with a mayor, but no program for the city

Two days before the Himara Municipality elections, Prime Minister Edi Rama held several meetings on the main street of the town with Vangjel Tavo by his side. Rama did not hide his excitement that, unlike last year, the campaign had changed with Vangjel Tavo.

"He doesn't do campaigns, he communicates with people door to door and door to door. After Gramoz Ruçi, it is the second one with the longest mobile number. You sent him a message, he takes you directly on the phone...", said Rama.  

Sunday's result in Himare spoke convincingly about what Rama warned: the victory of Vangjel Tavos. The socialist candidate won the race for the municipality of Himara with 58.62% of the votes.

Tavo received 5022 votes against the DP candidate (proposed by PBDNJ and Omonia) Petraq Gjikuria. The latter received 41.38% or 3545 votes.

A difference of 1477 votes starting from last year when Fredi Beleri narrowly won with 19 votes against the socialist candidate, Gjergji Goro. Vangjel Tavo must first receive the mandate from the CEC and then take the oath at the first meeting of the municipal council of Himara to legally exercise the office

In the race for Himara, there were two "imported" candidates, one representative of Dropulli over the years, recently the Prefect of the Vlora district, Vangjel Tavo, while the other Greek speaker came from the USA, Petraq Gjikuria.

Vangjel Tavo ran a relatively quiet campaign without pompous meetings, distributing mainly through his Facebook page short but significant messages on what is seen as the Achilles' heel for the residents of Himara, the issue of ownership certificates.

Petraq Gjikuria, on the other hand, tried to campaign under the name of Fredi Beleri, currently in prison, convicted of buying votes. In his first presentation, he stood by Beler when the latter returned to Albania after being sworn in as an MEP in Strasbourg. Even at the end of the campaign, Gjikuria asked for votes by talking about Beler and promising that if he won he would implement his program. 

"What happened to my friend Fredi Beleri is a disgrace. Fredi will be released for two months, while Himara will be released on August 4," Petraq Gjikuria  said at the closing rally.

As for the properties, Gjikuria followed the denunciation policy supported by DP officials, that the government would not solve the property, even according to them "it would rob them".

Vangjel Tavo promised otherwise. Being in the same trench with the SP in government, Tavo promised a solution.  

“Çështja jetike e pronës për të gjithë banorët duhet të ishte zgjidhur që para 30 vitesh. Ajo çfarë nuk u bë nga viti 1991, arritëm ta bëjmë brenda pak muajve, duke dorëzuar mbi një mijë çertifikata pronësie, e shumë shpejt kjo çështje do të zgjidhet përfundimisht. Pas tre muajve punë, zgjidhja e problemit të pronësisë tashmë është drejt përfundimit. Himarjotët kanë të drejtën e Zotit dhe të ligjit, t’i gëzojnë pronat e tyre. Askush që tenton të zaptojë pronën e tyre nuk e ka dhe nuk ka për ta patur kurrë të hapur derën e Bashkisë së Himarës dhe asnjëherë vullnetin, mbështetjen dhe firmën e Vangjel Tavos. Çështja e pronave të tyre do zgjidhet përfundimisht…”, premtoi Tavo, ndërsa Rama vetë ka dhënë si afat tetorin për ta zgjidhur përfundimisht këtë çështje. 

Asnjëri prej kandidatëve nuk shpalosi një program te qartë për shumëçka mbi problematikën e bashkisë Himare që përfshin tre njësitë administrative Himarë, Lukovë Hore Vranisht.

Tavo përcillte përmes Facebook një broshurë si program i tij por askund i zbardhur në mënyrë literale. Nuk e bëri as kandidati tjetër Petraq Gjikuria. 

Ajo që u raportua si problematikë kryesore ditën e zgjedhjeve ishte pamundësia për të votuar me dokumente identifikimi të skaduara. Janë 6157 shtetas shqiptare me banim në Himarë që nuk e kanë të rinovuar kartën e identitetit, një fakt ky i pohuar  edhe nga kryekomisioneri për zgjedhjet Ilirjan Celibashi. Jo më kot, Celibashi vuri në dukje në prononcimet e tij gjatë ecurisë së zgjedhjeve të dielën se, ky numër votuesish ishte i njëjtë edhe në zgjedhjet e kaluara të 2023. Që do të thotë se shumica e tyre jetojnë aktualisht jashtë vendit. Megjithatë, vetë Celibashi nuk beri dot një ndarje se sa ishin jashtë dhe sa banonin aktualisht në Himarë.

Denar Biba (ish kryetar i KQZ) komentoi në Facebook se “i rezultonte nga sistemi TIMS se vetëm disa dhjetëra prej tyre ishin paraqitur në qendrat e votimit të dielën”.

Vetë Omonia nuk kishte një numër të saktë se sa prej tyre kishin shkuar ne qendrat e votimit dhe nuk ishin lejuar sepse dispononin një kartë identiteti të skaduar. Sipas Omonias, qytetarëve që janë identifikuar se mund të jenë votues të opozitës, u është thënë se rinovimi i kartave të identitetit do të bëhej brenda 15 ditëve, pra pas datës së zgjedhjeve që ishte dje.

“Ne total, nga 23074 zgjedhës të regjistruar, 6157 janë apriori të privuar nga e drejta e zgjedhjes me vendim dhe përgjegjësi të Qeverise ‘Rama’”, citonte Omonia.

Në anën tjetër Ilirjan Celibashi sqaroi të dielën se kjo ishte përgjegjësi e qeverisë, por jo pa qëllim lëshoi një mesazh indirekt për opozitën kur në një nga deklarimet publike, ai vërejti se në KQZ nuk kishte ardhur asnjë kërkesë zyrtare nga partitë që ky institucion të negocionte me qeverinë me qëllim nxjerrjen e një akti që do të mundësonte votimin edhe me kartë identiteti të skaduar. Ndërkohë, Partia Demokratike, Partia e Lirisë, PBDNJ bashkë me Omonian e përcollën si shkakun kryesor të humbjes së zgjedhjeve në Himarë.  

Pjesëmarrja në votime ishte më e lartë nga 2023 kur votuan 7821 zgjedhës. Këtë vit pjesëmarrja përfshiu 8692 votues, ose 871 votues më shumë.

Nisur nga rezultatet e publikuara në faqen zyrtare të KQZ-së pas mbylljes së votimit dhe përfundimit të procesit të numërimit rezulton se PS është rritur në shifra krahasuar me një vit më parë dhe gati në proporcion të drejte me rritjen e pjesëmarrjes në votime në të tria njësitë administrative.

Në Himarë, Vangjel Tavo mori 2132 vota një rritje krahasuar me Jorgo Goron i cili mori 1576 vota. Rezultati u reflektua edhe nga pjesëmarrja. Ndryshe nga zgjedhjet e kaluara, këtë vit pjesëmarrja në Himarë është rritur me 572 votues. Gjikuria në anën tjetër lëvizi me vetëm pak vota më shumë në Himarë (16 vota) nga 2023.

Pavarësisht rritjes në vota, PS-ja vijon ta ketë të humbur këtë njësi. 2132 vota fitoi Vangjel Tavo ndërsa Petraq Gjikuria 2462.

PS-ja është rritur edhe në Lukovë me votat. 1725 vota ka marrë Vangjel Tavo, Petraq Gjikuria  942 vota. Pjesëmarrja në Lukovë ishte me e lartë krahasuar me 2023 me rreth 200 vota. Diferenca në këtë zonë me zgjedhjet e një viti më parë (2023) ishte vetëm 70.  

Hore Vranisht është një tjetër zone që ka votuar majtas ndër vite dhe pa ndonjë surprizë, përveçse kësaj here edhe aty me një pjesëmarrje më të lartë krahasuar me 2023 (rreth 200).  Nga 972 vota pro zgjedhjet e kaluara për Gjergji Goron, sivjet Vangjel Tavo ka fituar 1165 vota. PD-ja aty (krahasuar me rezultatin e 2023) ka marrë 50 vota më pak. Petraq Gjikuria mori vetëm 141 vota në këtë njësi

Fillimisht pjesëmarrja në votime këto zgjedhje ka qenë më e madhe, konkretisht 871 votues më shumë nga zgjedhjet e 2023. Ndryshe nga zgjedhjet e kaluara pamë një fushatë të qetë pa tone nacionaliste. Nuk u pa prezencë e politikanëve grek në këto zgjedhje. Pati gjithashtu një shtim të numrit të zgjedhësve në listat për bashkinë e Himarës ndryshe nga një vit më parë.

Nënkryetarja e KQZ-së, Lealba Pelinku tha një ditë para zgjedhjeve se ishin shtuar 311 zgjedhës të rinj në Himarë. Vetëm brenda pese ditëve, sipas saj, 93 të tillë. Pelinku kërkoi hetim.

Ndërkohë kjo ishte fushata më e shkurtër e ndërmarrë ndonjëherë.

Referring to the date of issuance of the Decree, the deadline for drawing up the list of voters was predicted no later than July 10, 2024, which in fact prevented the deadlines for renewing new cards for those who wanted to vote this year.

The Albanian Committee of Helsinki closely followed the elections in Himara both before and the day after.

Erida Skëndaj, the executive director of the Albanian Committee of Helsinki, told Faktoje.al that, as far as the pre-election aspect is concerned, from the contacts that KSHH observers made with voters on the ground, it was observed that in general they felt free to exercise their the right to vote.

"Nevertheless, there were also allegations of buying and selling of votes realized in the form of material goods by both electoral subjects, the misuse of public assets such as the granting of house ownership titles, but also the exercise of pressure on the local public administration", she observed.

From monitoring the voting process in 44% of the Centers of the Himara Municipality, 14 of which in the villages of Qeparo, Borsh, Piqeras, Lukovë, Himare "Fshat" and the four centers within the perimeter of the city of Himara, KSH observers observed that the process was carried out in a relatively calm climate, with the exception of the tensions that were created as a result of voters under the age of 75 not voting, whose identity document had expired.

The problems that accompanied the smooth running of the voting process can be summed up in the lack of training of the Commissioners, especially those of the VC in the part of the villages, which also created some irregularities such as partial non-compliance with the procedure of providing assistance to voters who did not vote themselves, allowing 4 cases of voters going to the secret room with the device unlocked, allowing family voting in sporadic cases, difficulties in complying with the closing procedures of the VC which created some delays. The counting process was administered in a short amount of time and in contrast to the previous elections, there was a low number of requests for invalidity of ballots", says Skëndaj. Faktoje.al
