Former prosecutor: SPAK conducts very few proactive investigations in the field

Former prosecutor Besnik Muçi says that SPAK conducts few proactive investigations in the field of corruption.

Invited to MCN TV, he said that this is a fact that shows the nuances of political influence in the Special Prosecutor's Office.

Muçi notes that most investigations are historical, i.e. post-factum, and are not carried out at the time a certain criminal activity occurs.

"I am unable to say that the Prosecutor's Office is under the political orders of the government and the Parliament. But there are shades of political influence. As a professional, I see that there are very few proactive investigations in the field of corruption. Proactive investigation means that the Prosecutor's Office becomes aware that there is a criminal activity in the field of corruption, investigates it with special methods, e.g. observation, eavesdropping.

To investigate while the activity takes place. There are very few such proactive investigations. We have cases of abuse of active funds without end, tens, hundreds, millions of euros, and there are very few cases, or at all, I don't see any case that, simultaneously with the development of 5D tenders in the municipality, there is also an investigation The prosecution. Imagine how nice it would be, if the criminal activity was investigated simultaneously with their activity. Not having proactive investigations, we are left with historical, post-factum investigations" , said the former prosecutor.
