"Hello! In 2019, I bought an apartment in the city of Vlora from Gentjan Binaj, "Binaj Shpk". The building was supposed to be finished in 2021, the building is not finished yet, I have a problem with the builder. I have paid the full value of the house, as much as we have in the contract, he took the money, I waited for the house to be finished, the house is not finished yet and today, this builder tells me to give me back the money, as much as I gave at the beginning, to break the house contract, because the building says, it probably won't finish anymore. Or he tells me that if you want the house, you will pay more money, because according to the law, the prices of apartments have increased, m2, while in the contract I have it emphasized and the gentleman has signed, that the price does not change, nothing depending on the time that has passed, "  says the complainant.

"Stop" communicated with the company's administrator, who claims that prices have increased and he cannot build the building with these types of payments.

He says he doesn't even ask about a contract or a notary, as he is the master of his own work.

Gentjan Binaj:  With that lady in question, first of all I don't have a problem, I don't know what problem she has with herself. When she discusses with people, who are not okay with themselves. We both agreed as people, that we had a coffee through some mutual friendships and she bought a house for 15 thousand euros, the lady. Let me tell you what the contract is, what did she pay. Out of the 15 thousand euros, she will get 20 thousand euros back and she will use her job, I will use mine. She received 10 thousand euros with mandates and she would receive 10 thousand euros in advance 20 days.

The Director of Urban Planning at the Municipality of Vlora, Zambak Selmani, says that for the apartment in question, there is no request for an extension of the construction permit deadline.
