Tourist Vlora with waste incineration!

The current mayor of Vlora, Ermal Dredha, at the start of his term in 2023, declared “cleaning the city” and solving waste issues a priority. For the third consecutive year, Vlora has experienced several burnings of urban waste at a landfill near the 24 Maji neighborhood during the tourist season.

"I was there that day (June 7) when the fire broke out in the waste disposal area. It looked like an environmental nuclear explosion. The burning of waste is intolerable," environmental expert Lavdosh Ferruni told Faktoje.al.

There is still no proper study on the amount of urban waste that creates problems there, but it is discussed to be over 350 thousand tons and in addition to the heavy smell, mainly the residents near the waste dump are seriously at risk of health. "Dioxins and furans that come from burning waste are proven to be carcinogenic. There is also contamination in the soil, water and air. Burning urban waste, especially plastic, is classified as one of the most dangerous pollutants," says Ferruni.

The Municipality of Vlora itself goes even "further" on the issue of waste burning, admitting that it has serious consequences, and even an impact on global warming. "The burning of waste releases into the air many elements such as dioxins, furans, polycarbonates, sulfur oxides, nitrogen oxides CO2 and methane released from waste contribute to global warming. The smoke and heavy odor are experienced by the surrounding communities," the Municipality of Vlora states in the response given to Faktoje.al.

Meanwhile, the mayor Ermal Dredha is not the only one who promised to solve this problem. "They promised us that this issue would be solved. Even before the elections, some deputies came and told us that the waste would be removed, but nothing is seen, the garbage is still being thrown away," Valentin Aliaj told Faktoje.al.

"Ehhh, how much have we heard from these people, every mayor who has come has always said this; 'we will solve it soon', but where is the solution?" asks another resident, Ismail Lazaj, pointing to the large mountain of debris that continues to emit smoke from two or three small fireplaces. 

Amidst a large pile of waste, two shepherds make way for a large flock of sheep, whose color has completely taken on the appearance of urban waste, a pronounced gray. Their leisure is interrupted by the noise of a pickup truck with the logo of the Municipality of Vlora filled with garbage, which unloads vigorously and quickly leaves so as not to be noticed. Faktoje.al was faced with this sight on the morning of June 16 at the start of the tourist season in Vlora.

Në reagimin për Faktoje.al, Bashkia Vlorë pranon se aty vijojnë të hidhen mbetje, por, sipas tyre, janë materiale që nuk pranohen për përpunim në Landfill. “Në vendgrumbullimin e vjetër hidhen vetëm mbetje inerte të cilat nuk pranohen në Landfill si: mbetjet e orendive shtëpiake, pajisjet elektroshtëpiake, pajisjet hidrosanitare, mbetjet e pajisjeve elektronike dhe materialeve të ndërtimit”, thotë Ndërmarrja e Pastrimit e Bashkisë Vlorë.

Faktoje.al, në dy raste konstatoi se kamionçinat shkarkuan mbetje urbane. Lagjja “24 Maji” në Vlorë, në pikën ndarëse mes Pyllit të Sodës dhe Zvërnecit, është kthyer në një burim të frikshëm infeksionesh nga mbetjet, erës së rëndë, dioksidit të karbonit nga djegia dhe pasiviteti nga administrata lokale në përballimin e situatës. “Aty është sëmundje e madhe. Sidomos mëngjesi kur digjen plehrat është problem, nuk marrim dot frymë”, thotë Ismail Lazaj, një banor i zonës, nga të paktit që pranoi të fliste, pasi frika se po folën u hapen probleme në punë, apo në biznesin e vogël, është e madhe.

“Mos të hidhen akuza në tym, sepse i bëhet dëm Vlorës. Është gjithë ajo punë kolosale. Duhet të kuptojmë një gjë, ka 40 e ca vite që përdoret ajo fushë mbetjesh dhe është jashtë kapaciteteve. Lufta më e madhe që ne kemi pasur, të paktën që kur kam marrë këtë detyrë, ka qenë pjesa ligjore, për të vënë në funksion landfillin. Mbetjet urbane shkojnë të gjitha në landfillin e Sherishtës, që prej 26 prillit 2025”, tha në një reagim të fundit publik, Ermal Dredha, kryetar i Bashkisë Vlorë. Ky institucion në një përgjigje zyrtare për Faktoje.al pranoi problematikën, ndërsa thekson se fenomeni i djegieve në vendgrumbullimin e mbetjeve nuk është i ri. “Situata problematike përsa i përket mbetjeve urbane në fushën e vendgrumbullimit është një situatë e përsëritur edhe në vitet e kaluara”, thuhet në reagimin e Bashkisë Vlorë, ndërsa shtojnë se: “për shkaqet e kësaj problematike janë bërë të gjitha denoncimet ku institucionet përkatëse janë në proces hetimi, nëse janë të qëllimshme apo aksidentale”.

Kryebashkiaku Dredha foli gjithashtu edhe për mundësinë e kapsulimit të vendgrumbullimit të mbetjeve, por në përgjigjen zyrtare nga Bashkia Vlorë, nuk konfirmohet një projekt i tillë. “Ndërmarrja e Pastrimit nuk ka një informacion mbi projektin për kapsulimin e mbetjeve, koston dhe nëse këtë projekt do ta realizojë vetë bashkia apo me kontraktor”, thuhet në reagim, ndërsa pranohet prej tyre se: “nuk mund të flasim definitivisht për mbylljen përfundimtare të problemit në fushëdepozitimin e vjetër të mbetjeve”. 

There is a special law for urban waste management that clearly defines how waste should be treated, which institutions are responsible and what measures are taken in cases of violations. Law no. 10 463, dated 22.09.2011 “On integrated waste management”, is clear: the responsibility for the management, maintenance and safety of waste areas falls entirely on local government units. Referring to the law, several other paragraphs also specify the punitive measures in case of violations of procedures in waste treatment, where specifically the uncontrolled burning of waste is prohibited and constitutes a violation, which can be punished with administrative measures and criminal prosecution, depending on the consequences.

Faktoje.al took a close look at the waste field and found that urban waste collected in Vlora and Orikum continues to be dumped in this waste disposal field even after Mayor Dredha's statement that the landfill was no longer in use. Faktoje.al documented with footage that on at least two occasions, on the morning and lunch of June 16, vehicles with the Vlora Municipality logo unloaded waste at the landfill in the 24 Maji neighborhood.

"The garbage continues to be dumped. During the day, small trucks come almost every two hours and dump the garbage, while at night the large trucks with waste increase," Valentin Aliaj, a young man who was born there and grew up with the suffocating waste, tells Faktoje.al.

Therefore, we will consider the issue of waste treatment in Vlora an unfulfilled promise for now. /Faktoje.al
