Despite official statements about a "guaranteed and reliable" process, high school graduates this year are once again faced with a disturbing reality. 

The 2025 State Matura tests circulated on social media shortly after the start of the exams, raising serious doubts about maintaining the confidentiality and integrity of the process.

Regarding this now almost annual phenomenon, Politiko.al officially addressed the Ministry of Education and Sports with a request regarding the extent to which the integrity of the exam process has been violated and what measures have been taken to prevent such cases in future exams. 

In the response we received, the ministry emphasizes that each case was handled responsibly and that none of the incidents affected the validity of the testing, however, it remains unclear how effective the preventive measures were and whether institutional transparency was at the appropriate level.

"The Ministry of Education and Sports, with its responsible institutions, the Center for Educational Services, the National Agency for Pre-university Education, as well as with the engagement of local educational structures, administrators and exam assessors, has guaranteed the meticulous development of the 2025 State Matura process, in accordance with the standards of organization, confidentiality and correctness of testing.

This commitment of the structures has been accompanied by relevant measures in all stages of the process, from the training of administrators, the preparation of tests, the distribution and administration in the field, the monitoring of the process and to the final evaluation.

The Ministry, through its structures, by verifying cases published on social networks after the start of the exam, has handled each case responsibly, following administrative procedures, according to the state matura regulation.

We emphasize that any attempt to distribute the test on social networks after the start of the exam did not affect the validity or integrity of the process, which was conducted in accordance with all protocols, based on the State Matura regulation.

"The Ministry of Education and Sports remains fully committed to ensuring a fair, credible and equal process for all high school graduates ," the Ministry of Education's response to Politiko.al states. 

Leakage of tests, a recurring problem

The phenomenon of publishing State Matura tests on social networks a few minutes after the start of the exams has been reported by the media in previous years.

Specifically, in this year's mathematics exam, the thesis was published on social networks within minutes of the start of testing, forcing the Ministry to react with statements denying the impact on the integrity of the process.

Education experts have repeatedly raised concerns that test leaks, even if they occur after the official launch of the exam, undermine public trust.

In an interview with Politiko.al, a few days ago, renowned educator and education expert, Ndriçim Mehmeti criticized the lack of transparency from institutions, the silence of politics, and the manipulation of the educational process for electoral purposes. 

"The QSHA itself has released data that dozens of high school graduates receive plus grades. If we refer to the figures, there are 200-300 high school graduates with 4 or 5 plus grades. How was the process not affected and how does the minister prove that the thesis's outcome is not affected?"

The fact that there is silence and there are no representatives of the ministry to come out in the debate, as they have a legal obligation to do, to show why there is no violation of the process, this is very serious.

"Mobile phones are not allowed to be used by order of the ministry in schools, while they circulate freely in the matura exams, we cannot monitor 270 exam centers with cameras and this is inexcusable. An army of teachers and employees is organized for this process and then no one takes responsibility for what happens. This is a great mockery ," Mehmeti emphasized during the conversation regarding this phenomenon./ Politiko.al
