No funding is planned for dialysis and sterilization PPPs in 2026

The state budget has not planned funding for the dialysis contract in 2026, a PPP concession in the health sector. Also, funding becomes zero in 2027 for the next contract with the PPP, that of sterilization, as it decreases significantly in 2026 when the term ends.

The dialysis contract with PPP began to be implemented in February 2016, where the state provided a part of the service to the private company "Dia Vita" against payment. Dialysis is an external process of blood purification in cases where the kidney does not work.

The private company was contracted to provide the service in 5 regional public hospitals. In 2025, budget funding for this service is planned to be 960 million ALL or 30 percent more than the fact of 2021 where 747 million ALL was paid. According to the Ministry of Finance, the term of this contract ends next year.

For the other contract, the one for sterilization of surgical rooms, the funding deadline ends in 2026, where the Ministry of Finance plans to reduce the funding to only 500 million ALL, from about 1.9 billion ALL that is expected to be granted in 2025.

In 2016, "Sani Service" won the concession for "providing integrated services for the personalized set of surgical instruments, the supply of disposable sterile medical material, in the surgical rooms, as well as the treatment of biological waste and the disinfection of the surgical rooms". with a 10-year term, which ends in 2026.

Funding for the contract came out of the forecast in the first years of implementation because the number of operations was higher than in the contract. So the High State Control found that the company, in the absence of monitoring by the Contracting Authority, had benefited from public funding without the right by classifying easy operations as difficult. Last year, the court ordered 8 security measures for former senior officials of the Ministry of Health for abuses with the sterilization concession.

Contracts in the health sector were unfairly favored by being paid with the value of VAT at a time when goods and services in the health sector are exempt from this tax. In a surgery room, human resources are the main asset, but in Albania the cost structure for an operation favors cleaning and not the work of the surgeon.

In addition, PPP funding in health went out of control, leading to additional funding at a time when the health sector is suffering from a lack of medications for rare diseases and neoplasms.
