The green light from the Council of Ministers for the draft law "Ratification of the Protocol between the Council of Ministers of the Republic of Albania and the Government of the Republic of Italy for strengthening cooperation in migration issues" signed in Rome on November 6, 2023.

After approval by the Italian government, the draft will go to Parliament for approval.

The agreement concerns the accommodation of immigrants in Albania through two centers; that of reception in Shengjin and that of accommodation in Gjadër.

Both structures will be set up and administered by the Italian government, which will cover all costs. Thus, the migrants rescued in the Mediterranean will climb aboard the Italian ships and pass the first filter in Shengjin, where identification will be attempted and then health checks will be carried out. Different routes are provided for those with illnesses or those who will have to stay in detention.
