Hospitals across the country are being asked to increase transparency, here's what they must make public

A recommendation that has gone to almost all public hospitals in the country has requested that the latter increase transparency by publishing important information related to informing the public.

The recommendation was made by the Commissioner for the Right to Information and was addressed to a number of institutions, starting from the QSUT to the Trauma Hospital, Shefqet Ndroqi, the two maternity hospitals, Queen Geraldine and Koço Glozheni, as well as regional hospitals in Durrës, Shkodër, Vlorë, Fier, Gjirokastër, Lezhë, Korçë.

Specifically, the recommendation determines what category of information should be made public by the latter, emphasizing the need for increased transparency from these institutions, which, according to a law, are being reorganized in order to increase hospital autonomy.

To facilitate this process, the Commissioner has specified a series of points that must be transparent.

"Specifically, based on the aforementioned order, all public authorities shall prepare in advance, in easily understandable and accessible formats, and make available to the public on their official website the following sections/categories of information:

-About the Authority: a description of the organizational structure, functions and duties of the public authority;

-Legal regulatory framework: full texts;

– The right to be informed and to complain: information on the procedures to be followed to make a request for information, the postal and electronic address for submitting requests for information, as well as the procedures for exercising administrative legal remedies;

– Control and monitoring mechanisms acting on public authority;

– Information on the budget and financial data of the public authority;

– Information on procurement procedures/competitive concession/public/private partnership procedures;

– Services provided by public authorities;

– Procedures/mechanisms for making decisions regarding the process of drafting legal/sub-legal acts, public policies or regarding the exercise of public authority functions;

– Document retention system, types and forms of documents;

– Register of requests and responses;

– Social assistance/subsidies provided by public authorities

– Information/documents that are most frequently requested and those that are deemed useful to the public by the public authority./ Monitor
