Unpaid property taxes from 2012, verification begins for 250 thousand debtors

The General Directorate of Road Transport Services (GDRTS), in cooperation with relevant institutions, have increased measures in the implementation of the annual operational plan for the collection of unpaid obligations for annual road vehicle taxes.

As of June 2025, checks in the National Vehicle Registry and the DPSHTRR system resulted in 249,882 debtor vehicles nationwide. The total amount of unpaid debt for the annual used vehicle tax (TVMP) and luxury vehicle tax (TVML) amounts to approximately 17 billion lek, or approximately 170 million USD, with liabilities dating from 2012 to June 2025.

The General Directorate of Road Transport Services explains that it aims to continuously pursue debtors and reduce their number in accordance with Law No. 9975, dated 28.07.2008 “On National Taxes”, as amended, and the Instruction of the Minister of Finance No. 26, dated 04.09.2008 “On National Taxes”, as amended,

According to the General Directorate of Transport Services, the debtor is first notified by a personalized message via e-Albania, informing them of the unpaid amount of vehicle taxes (including principal, fines and interest). Notification via e-Albania is an innovation that has been implemented for several months. Furthermore, the debtor owner of the vehicle is not offered any of the road transport services, including the vehicle's non-conformity or procedures for changing ownership.

At the beginning of the year, the General Directorate of Road Transport Services sent the full list of debtors to the Regional Tax Directorates, with the aim of taking measures to collect unpaid vehicle taxes from businesses, as well as to the Regional Police Directorates by region. Where for recorded cases of vehicle circulation in the absence of a roadworthiness certificate, the driver is penalized with a fine or vehicle seizure. The debtors' data has also been sent to the Municipalities, which are the collectors of 25% of the annual vehicle taxes.

How many vehicle owners benefited from tax amnesty in 2017?

In 2017, the government approved Law No. 33/2017 “On the payment and cancellation/extinguishment of tax liabilities, duties payable at customs, as well as the procedure for removing vehicles from circulation after the cancellation/extinguishment of tax liabilities” which benefited car owners and businesses that had unpaid duties at Customs and Taxes.

The DPSHTRR said that the implementation of the previous law has benefited the owners of 93,522 vehicles. For road vehicles, the law provided for the deregistration of the vehicle without obligations if no action has been taken since 2011 and the cancellation of fines and late payment interest for the period 2011–2014, provided that taxes are paid from 2011 onwards, if the vehicle will remain in circulation.

The law also provided that for those car owners who do not appear within 6 months to deregister the vehicle, the deregistration will be carried out by the Directorate of Transport and the license plate will be passed to the State Police to stop circulation.

For those car owners who want to keep their vehicle in circulation, taxes paid before 2011 are waived, but on the other hand they must pay taxes until 2014, with the benefit only of forgiveness of fines and late payment interest./ Monitor
