The diaspora vote in the May 11 elections has become a bone of contention between the postal company DHL and the Central Election Commission. 

Media sources indicate that for the transportation of the envelopes, DHL has issued tax invoices and is demanding the full contract value of 9.2 million euros from the CEC, while the CEC has refused to pay the invoices.

It is learned that the commission has asked DHL to provide a separate invoice for each state that has provided transportation and for each state to also provide electronic copies of the signatures of the voters who have withdrawn the electoral envelopes.

So far, DHL has brought signatures for a large number of countries, and the CEC staff has begun work on checking the signatures. It turns out that in addition to regular signatures, there are cases where instead of a signature there is a dash, a dot, or it is missing altogether.

Meanwhile, it is announced that the CEC will only pay for the transport of regular envelopes with a signature, and not those that do not have a signature at all, or have other signs such as a dash (_) or a period (.) instead of a signature. So far, it is said that DHL has not received any payment.
