Berisha said that Krenar Guçe, an associate of Nuredin Dumani's gang according to Dumani's own testimony, was appointed deputy police director in Elbasan as a reward for criminal activity during the campaign. Berisha said that Guçe informed criminal groups about the movements of rivals, but instead of being investigated or arrested, he was promoted.
