Lulzim Mehmeti is the brother-in-law of Jani Rustemi, the young man who was arrested on April 12 by Police Station No. 2 in Tirana, for stealing a carpet and a pair of sneakers. He says that Jani stayed in the detention rooms and after 72 hours he was given an arrest warrant.

The mother, Pranvera Rustemi, says that on April 29, 2 civilian policemen went to her house, who told her that the boy was admitted to the QSUT for a cold. But Pranvera says that in the hospital she saw that the boy was in a coma, as according to her, they had given him methadone.

Lulzim Mehmeti:  I am Jani Rustemi's relative. On the 12th, the boy was arrested by Police Station No. 2 for theft. From that date, he moved to the detention rooms. After 72 hours, the boy went to court. He was arrested for theft. It was accused of a carpet and a pair of sneakers. On the day the boy was caught, the police came to check the house and asked if Jani had brought a pair of sneakers and a carpet. We know this from the police. From the 12th, his own mother, whose name is Pranvera Rustemi, went to him. On the 29th, two civilians went to the mother's house and told her that your son is in the hospital at QSUT. But there is nothing serious, just a cold. We talked to the doctor, they told us that they gave him methadone, he drank a lot of methadone. He took a high dose, he said. Who gave him the methadone?

Pranvera Rustemi:  I went to the boy, I got him a package, I got him a can of water, some pie. After 2-3 days, my son takes me on the phone, please bring me my passport because without a passport they won't register me.

I told him that the boy does not have anything important. No, they said, you only have a cold, he told me. Since the boy drank methadone, he went into a coma.

The family members say that they filed a complaint at Police Station No. 3 for negligent treatment.

Lulzim Mehmeti:  I went to 302, I asked, a guard officer came out and told me that Jani Rustemi is registered here, but he has not physically come here. Police Station 2 told us that the moment we arrest, we do the procedures and go back to 302, where the 72-hour rooms are. We, he said, sent him there. We went to police station 3 to file a report.

Lulzim Mehmeti: Mjeku i ka bërë ndonjë vizitë djalit? I ka marrë analizat? Atij i kanë bërë ndonjë gjë në burg. Ose i kanë bërë gjilpërë, ose i kanë dhënë ndonjë metadon. Për këtë arsye bëj denoncim për mjekim të pakujdesshëm te Komisariati Nr.3.

Lulzim Mehmeti: Është akoma në koma, nuk i jep shpresë as doktori asnjë. Po bën 20 e ca ditë.

Avokati i familjes thotë se nuk janë zbatuar procedurat.

Avokati Franc Terihati: Në datën 15 është marrë vendimi i gjykatës i cili ka vendosur masën e arrestit me burg ndaj këtij shtetasi dhe në datë 16 Prokuroria ka lëshuar urdhrin e ekzekutimit. Është kërkuar që nga blloku i sigurisë ky shtetas të transferohet pranë IEVP 313, por ky institucion nuk e ka pranuar për shkak të mbingarkesës që ka pasur ky institucion dhe është kthyer sërish te blloku i sigurisë pranë Drejtorisë Vendore Tiranë. Ndërkohë që ligji parashikon në mënyrë të shprehur që në rast se kemi një vendim gjykate, vendimi duhet të ekzekutohet dhe shtetasi të akomodohet pranë IEVP-së dhe ligji parashikon procedura të sakta si pranohet në institucion, të gjitha ekzaminimet mjekësore që kryhen ndaj një shtetasi dhe të gjitha këto bëhen me synim që t’i garantohet edhe shëndeti gjatë qëndrimit pranë institucionit përkatës.

Familjarët e Jani Rustemit kërkojnë që personat përgjegjës të mbajnë përgjegjësi.

Pranvera Rustemi: Është djalë 26 vjeç, e kam rritur me 500 halle djalin tim. Unë e dua djalin siç e ka kapur policia, shëndoshë e mirë, kështu e dua djalin. Djali im nuk vuante nga asnjë lloj sëmundje. Kush ia ka bërë djalit tim? Do dali e drejta e djalit tim.
